Book excerpt: Abstract: In this paper, the authors examine the impact of reductions in barriers to migration on the consumption of rural households in China. The authors find that increased migration from rural villages leads to significant increases in consumption per capita, and that this effect is stronger for poorer households within villages. Household income per capita and non-durable consumption per capita both increase with out-migration, and increase more for poorer households. The authors also establish a causal relationship between increased out-migration and investment in housing and durable goods assets, and these effects are also stronger for poorer households. The authors do not find robust evidence, however, to support a connection between increased migration and investment in productive activity. Instead, increased migration is associated with two significant changes for poorer households: increases both in the total labor supplied to productive activities and in the land per capita managed by the household. In examining the effect of migration, we pay considerable attention to developing and examining our identification strategy.

Book excerpt: Early literature on development economics has documented that the growth path of most advanced economies was accompanied by a process of structural transformation: the real location of labor forces across sectors and regions. Despite the substantial rapid expansion of labor migration in the past decades, emerging economies like China, India, and Vietnam maintained disproportionate employment in agriculture compared to other countries at similar levels of per capita GDP. Therefore, understanding why does the agricultural sector hold so many workers and how do labor distortions households' welfare, are especially pressing issues. My dissertation addresses these issues from three aspects using the evidence from China. The first chapter focuses on the non-separability between the land market and labor market, and explore whether the imperfection of land markets hinder rural labor migration. The second chapter sheds light on migrant workers' environmental concerns and links migration decision to the poor smog pollution. The last chapter discusses the impact of social isolation on the migrants' risky health behaviors such as smoking and explores the heterogeneous impact across gender.

Book excerpt: The authors find that reform of the Hukou system has the most significant impact on aggregate economic activity, as well as income distribution. Whereas the land market reform primarily benefits the agricultural households, this reform's primary beneficiaries are the rural households currently sending temporary migrants to the city. By reducing the implicit tax on temporary migrants, Hukou reform boosts their welfare and contributes to increased rural-urban migration. The combined effect of both factor market reforms is to reduce the urban-rural income ratio dramatically, from 2.59 in 2007 under the authors' baseline scenario to 2.27. When viewed as a combined policy package, along with WTO accession, rather than increasing inequality in China, the combined impact of product and factor market reforms significantly reduces rural-urban income inequality. Book excerpt: While much has been written about rural migrant workers’ experiences in the big cities, population movements into China’s vast network of towns and small cities has been largely neglected. This book presents a detailed case study of rural migrant workers experiences in a small town in a north China county. The author explores the processes and institutions that enable or preclude the social inclusion of rural workers into the town’s socio-economic system. Inclusion and exclusion are assessed through an examination of rural workers’ immersion into the urban labour market, their access to welfare benefits and to social services, such as housing, education and health. The book proposes that outside the larger cities there are alternative accounts of urban social change and of the integration of rural migrant workers. It stresses the fact that the particular socio-economic structure of towns, where the state-owned share of the economy has been smaller and where consequently social and private forces have been more active, allowed for a more open inclusion of rural workers. Though shortcomings are still observed, the book suggests that China's transformation may not necessarily result in dysfunctional and socially polarized urban environments. This book will be of interest to students and scholars of China’s rural migrant workers, bottom-up urbanization and small town development, social policy, and more broadly on contemporary social change in China.

Book excerpt: This paper analyzes the household's off-farm labor response to risk using the Research Center on the Rural Economy (RCRE) panel data in China. This paper aims to find out whether the off-farm labor market, especially the migrant labor market, could be used as a means of coping with risk and shocks to income by poor households in rural China who have only limited access to the credit and insurance markets for managing risk. Instead of using the endogenous transitory income variance under the short time span of the data, we suggest using relatively exogenous measure of risk, such as the coefficient of variation of rainfall in each village, might be more appropriate to find the effect of risk on household's off-farm labor participation decision. Our results support the idea that households facing a riskier or more volatile distribution of precipitation are more likely to participate in the off-farm labor market. Attention to the potential risk-coping benefits from off-farm employment is timely for Chinese policy makers because both local and national policies accommodating the growth of markets for off-farm migrant labor have come under increasing pressure. As cities face growing problems of unemployed workers from state- owned enterprises, both local and national governments have taken measures to reduce competition for jobs between rural laborers and those urban residents left unemployed during the state-owned enterprises reform period. This paper suggests that rural resident would suffer from urban policies restricting the in-flow of migrants in two ways. Households sending temporary migrants to cities will suffer both a loss of income, and a loss of means of coping with risk. In fact, the analysis of this paper suggests that the welfare of Chinese farm households in rural areas can be further improved by eliminating the remaining institutional obstacles to expansion of migrant employment opportunities.
