Chapter I, "Education and Rural Development: Setting the Framework" (David Atchoarena and Charlotte Sedel), provides a contextual and theoretical introduction to the new rural development and poverty reduction thinking, as well as a discussion on the contribution of education to rural development. In Chapter II, "Basic Education in Rural Areas: Status, Issues and Prospects" (Michael Lakin with Lavinia Gasperini), the book reviews in depth the provision of basic education in rural areas and offers some policy directions for improvement. Special attention is given to the reform of higher agricultural institutions and lessons based on case studies are provided to document good practice in institutional reform. Finally, Chapter VI, "Main Findings and Implications for Policy and Donor Support" (David Atchoarena with Lavinia Gasperini, Michael Lakin and Charles Maguire), concentrates on the main findings of the study and discusses policy implications and possible responses for donors and countries. It is not always clear who ultimately benefits from rural development: the State, the community or rural development practitioners. This book critically analyses key concepts associated with rural development policy and practice, and using the concepts of power and micro-politics to analyze rhetoric and reality, reveals the intricacies of rural development. Challenging popular ideals associated with rural development, this book presents the notion of rural development less as a spontaneous, all-inclusive affair and more as a limited, controlled and exclusive process. Ultimately it contends that within structures of rural governance, a regeneration power elite predominates development and regeneration activities.

In India, 73rd Constitutional Amendment Act, 1992, has recognised Panchayati Raj Institutions (PRIs) as the third tier of governance and given them the constitutional mandate for bringing improvements in the lives of people living in rural settlements. Yet, the rural settlements are not getting developed as per the expectations of rural population. Rural development is either totally ignored or given less preference as compared to the urban development.Regional Planner is entrusted with the responsibility to prepare a plan integrating rural and urban settlements. For rural settlements, either a plan does not exist or it has been prepared without detailed sectoral, spatial and financial planning. For urban settlements, though master plans do exists yet they have not been made for all the towns. In the absence ofnationwide efforts to prepare regional plans for achieving the balanced regional development as per the constitutional mandate, there is an increase in region‐wide disparities between rural and urban settlement.Earlier studies have focused on comprehending different nuances of rural life by studying employment opportunities, provision of basic infrastructure, quality of life, disparity between urban and rural areas, etc. There is a lack of comprehensive study to systematically understand the relationship between rural and urban settlements, access and availability of amenities in rural areas and provide suggestions to bring improvement in the living conditions of rural habitat so as to make it a model village. The book fills this gap by imparting an understanding of the rurality in a highly urbanised district and suggesting ways to transform a village into a model village.With the help of extensive quantitative and qualitative data collected from varied tiers of governance, i.e. state, district, tahsil, block and village, the book highlights the problems existing in the rural settlements and analyses the potentials to make it an ideal settlement having provision of urban amenities.

Rural Wealth Creation makes numerous contributions to research on sustainable rural development. Important distinctions are drawn to help guide wealth measurement, such as the difference between the wealth located within a region and the wealth owned by residents of a region, and privately owned versus publicly owned wealth. Case study chapters illustrate these distinctions and demonstrate how different forms of wealth can be measured. Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizensÕ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today. Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development Òon the ground.Ó Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangementsÑformal and informalÑbetween government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services. This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. With more than 60 percent of Latin AmericaÕs rural population living in poverty, the results are both timely and crucial.
