Book excerpt: This report analyses the skills and capacities governments need to strengthen evidence-informed policy-making (EIPM) and identifies a range of possible interventions that are available to foster greater uptake of evidence. Increasing governments’ capacity for evidence-informed is a critical part of good public governance. However, an effective connection between the supply and the demand for evidence in the policy-making process remains elusive. This report offers concrete tools and a set of good practices for how the public sector can support senior officials, experts and advisors working at the political/administrative interface. This support entails investing in capability, opportunity and motivation and through behavioral changes. The report identifies a core skillset for EIPM at the individual level, including the capacity for understanding, obtaining, assessing, using, engaging with stakeholders, and applying evidence, which wasdeveloped in collaboration with the European Commission Joint Research Centre. It also identifies a set of capacities at the organisational level that can be put in place across the machinery of government, throughout the role of interventions, strategies and tools to strengthen these capacities. The report concludes with a set of recommendations to assist governments in building their capacities.

Book excerpt: Despite the limiting effects of growing interdependencies in a globalized world, national governments still have a considerably broad scope of action when it comes to ensuring sustainable policy outcomes. The key question is, however, to what extent governments can identify, formulate and implement effective reforms that render a society well-equipped to meet future challenges. The goal of the "Sustainable Governance Indicators 2009" (SGI) project is to answer this question for all 30 member states of the OECD. The composite indicators used to systematically measure the need for reform and the capacity for reform in these countries will be updated biennially. The vast set of quantitative and qualitative data collected and analyzed by a network of more than 100 renowned international experts provides an unprecedented opportunity for cross-national comparative studies. This publication of the inaugural edition of the SGI includes essays on the key findings, methodology and on issues related to reform, such as the state of social justice in the OECD. "I am sure that the new approach taken by the SGI will foster public debate on good governance and encourage governments to further engage in peer-review mechanisms and evidence-based policymaking. This year's 'World Development Report' goes beyond a simple examination of institutional structure and explores the functions of institutions. Recognizing that one size does not fit all, the report asks what do all institutions which support markets do? The answer is simple: Institutions channel information, define and enforce property rights, and increase or prevent competition. Understanding the functions that current institutions and their proposed replacements would provide is the first step. The report contends that once you have identified the institutional functions that are missing, you can then build effective institutions by following some basic principles: - Complement what exists already - in terms of other supporting institutions, human capacities, and technology. - Innovate to suit local norms and conditions. These broad lessons and careful analyses, which links theory with pertinent evidence, are provided in the report.
