Book excerpt: Despite the limiting effects of growing interdependencies in a globalized world, national governments still have a considerably broad scope of action when it comes to ensuring sustainable policy outcomes. The key question is, however, to what extent governments can identify, formulate and implement effective reforms that render a society well-equipped to meet future challenges. The goal of the "Sustainable Governance Indicators 2009" (SGI) project is to answer this question for all 30 member states of the OECD. The composite indicators used to systematically measure the need for reform and the capacity for reform in these countries will be updated biennially. The vast set of quantitative and qualitative data collected and analyzed by a network of more than 100 renowned international experts provides an unprecedented opportunity for cross-national comparative studies. This publication of the inaugural edition of the SGI includes essays on the key findings, methodology and on issues related to reform, such as the state of social justice in the OECD. "I am sure that the new approach taken by the SGI will foster public debate on good governance and encourage governments to further engage in peer-review mechanisms and evidence-based policymaking. Since the World Bank Institute launched the Worldwide Governance Indicators in the late 1990s, the governance indicators field has flourished and experienced significant advances in terms of methodology, data coverage and quality, and policy relevance. Other major initiatives have added to a momentum that propelled research on governance indicators seen in few other academic fields in the economic and social sciences. Given these developments and the prominence and policy relevance the field of governance indicator research has achieved, the time is ripe to take stock and ask what has been accomplished, what the shortcomings and potentials might be, and what steps present themselves as a way forward. This volume— the fifth edition in an annual series tackling different aspects of governance around the world— assesses what has been achieved, identifies strengths and weaknesses of current work, and points to issues that need to be tackled in order to advance the field, both in its academic importance as well as in its policy relevance. Scenarios are a means of simplification, reducing the real-world complexity to a limited number of essential factors to analyze their interactions and support policy formulation, with indicators as communication and monitoring tools. In particular, in a time of “fake news” and “alternative truths” a critical reflection amongst producers and users of scenarios and indicators is overdue—the capability for critical self-reflection is what distinguishes science from pseudo-science, and is a condition of trust. The authors of this book test established measurement and modeling approaches against new challenges, assess the weaknesses of prevailing innovation theories and the political-ideological embedment of archetypical scenarios, highlight deficits in taking the physical basics into account, and the need to understand global interaction and the stepwise process of energy transitions, point out technical as well as conceptual weaknesses in data collection, harmonization and indicator generation, always with a view to solving problems.

While different definitions of governance are given in the chapters, most authors associate governance with the setting and implementation of policies aimed at managing a country or territory, and with the related institutional structures and interventions by political actors. Generally, good governance is associated with concepts such as policy effectiveness, accountability, transparency, control of corruption, encouragement of citizens’ voice and gender equality—factors which are, in turn, linked with democracy. What emerges from the book is that the societies of small states are being re-shaped by various forces outside their control, including the globalization process and climate change, rendering their governance ever more complex. These problems are not solely faced by small states, but small country size tends to lead to a higher degree of exposure to external factors. The chapters are grouped into four sections broadly covering political, environmental, social and economic governance. Governance is influenced by many, often intertwined, factors; the division of the book into four parts therefore does not detract from the fact that governance is multifaceted, and such division was based on the primary focus of each particular study and its main disciplinary background. The expert authors have, moreover, used a variety of approaches in the studies, the subject of small states being well suited to scholarly work from different disciplines using qualitative, quantitative and mixed approaches to arrive at useful conclusions.
