Book excerpt: With the collapse of the Council for Mutual Economic Assistance in 1991, the Eastern European nations of the former socialist bloc had to figure out their newly capitalist future. Capitalism, they found, was not a single set of political-economic relations. Rather, they each had to decide what sort of capitalist nation to become. In Capitalist Diversity on Europe's Periphery, Dorothee Bohle and Béla Geskovits trace the form that capitalism took in each country, the assets and liabilities left behind by socialism, the transformational strategies embraced by political and technocratic elites, and the influence of transnational actors and institutions. They also evaluate the impact of three regional shocks: the recession of the early 1990s, the rolling global financial crisis that started in July 1997, and the political shocks that attended EU enlargement in 2004.Bohle and Greskovits show that the postsocialist states have established three basic variants of capitalist political economy: neoliberal, embedded neoliberal, and neocorporatist. The Baltic states followed a neoliberal prescription: low controls on capital, open markets, reduced provisions for social welfare. The larger states of central and eastern Europe (Poland, Hungary, and the Czech and Slovak republics) have used foreign investment to stimulate export industries but retained social welfare regimes and substantial government power to enforce industrial policy. Slovenia has proved to be an outlier, successfully mixing competitive industries and neocorporatist social inclusion. Bohle and Greskovits also describe the political contention over such arrangements in Romania, Bulgaria, and Croatia. A highly original and theoretically sophisticated typology of capitalism in postsocialist Europe, this book is unique in the breadth and depth of its conceptually coherent and empirically rich comparative analysis.

Book excerpt: The onset of the global crisis has emphasised the persistence of substantial differences in development and social progress within the euro area. The specific case of countries located in the southern periphery region has come to the centre stage, due to the harsh economic conditions that all these countries have experienced in the recent past. In the aftermath of the American subprime credit bubble, these countries’ high indebtedness raised doubts as to their ability to sustain public finances, with the financial crisis developing and gaining momentum due to the fragilities presented in the economy. To varying degrees of severity, all of these economies have since been forced to introduce strong fiscal tightening programmes in order to achieve fiscal consolidation, which have translated into recession and rising unemployment. This book undertakes a comprehensive analysis of the causes of the crisis in southern European countries, showing that the ‘Achilles heel’ of these economies is rooted in the dismal evolution of productivity and in a specialisation pattern excessively based on the so-called ‘traditional’, low, and low-medium tech industries, which yield low margins, declining export shares and, ultimately, withering international competitiveness. Such evidence suggests that the southern European periphery industrial growth model has reached its limits, demanding a multidimensional policy approach capable of overcoming the magnitude and complexity of the present crisis. Without denying the need to adjust public and private balance sheets, it is argued that finding a sustainable path out of the present problems requires addressing the challenges of productivity growth and competitiveness in the long term.

Using a multiple-case research design in three typical case studies in the context of the Mediterranean island of Sardinia (Italy), we empirically test the hypothesis that the institutionalisation of the governance system is an independent variable that is capable of influencing the quality of public policy, intended as a dependent variable. According to this hypothesis, the two above-mentioned variables tend to change according to a linear and direct correlation: upward variation of the degree of institutionalisation of the governance system tends to correspond to upward variation in the quality of the policy, and vice versa. In our conclusions, we discuss the descriptive and prescriptive implications of the empirical findings of the research for the local development of peripheral areas. Regarding the descriptive implications, we explain how territorial policy-making can be articulated, based on the degree of institutionalisation of the governance system and the quality of the territorial policies. Regarding the prescriptive implications, we identify the best practices for territorial governance in order to improve the chances of local development in Europe’s periphery.

Book excerpt: Throughout the eighteenth century, the Russian elite assimilated the ideas, emotions, and practices of the aristocracy in Western countries to various degrees, while retaining a strong sense of their distinctive identity. In On the Periphery of Europe, 1762–1825, Andreas Schönle and Andrei Zorin examine the principal manifestations of Europeanization for Russian elites in their daily lives, through the import of material culture, the adoption of certain social practices, travel, reading patterns, and artistic consumption. The authors consider five major sites of Europeanization: court culture, religion, education, literature, and provincial life. The Europeanization of the Russian elite paradoxically strengthened its pride in its Russianness, precisely because it participated in networks of interaction and exchange with European elites and shared in their linguistic and cultural capital. In this way, Europeanization generated forms of sociability that helped the elite consolidate its corporate identity as distinct from court society and also from the people. The Europeanization of Russia was uniquely intense, complex, and pervasive, as it aimed not only to emulate forms of behavior, but to forge an elite that was intrinsically European, while remaining Russian. The second of a two-volume project (the first is a multi-authored collection of case studies), this insightful study will appeal to scholars and students of Russian and East European history and culture, as well as those interested in transnational processes.

This book theorises and analyses the evolving nature of capitalism in emerging economies (the BRICs) and the European periphery in the face of pressures from globalisation and economic crises The volume seeks to make sense of these crises and their impact using the framework of comparative capitalism while testing its applicability beyond the advanced industrialised countries for which it was developed. The authors draw on late Uwe Becker’s open qualitative approach, systematically integrating the state into the analysis and paying close attention to the role of changing ideas, character of international integration, leadership and informality. The contributors analyse different responses to crises by the BRICs and countries of the Southern European periphery as well as respective dimensions of state-business interaction. The findings contribute to theorising varieties of capitalism beyond the OECD world and to developing a dynamic theory of capitalist change in the face of pressures from globalisation and economic crises. Today, the Philippines, Indonesia, and Malaysia are primarily exporters of their surplus of cheap labor, with more than ten million emigrants from the region working all over the world. How did a prosperous region become a peripheral one? In The Making of a Periphery, Ulbe Bosma draws on new archival sources from the colonial period to the present to demonstrate how high demographic growth and a long history of bonded labor relegated Southeast Asia to the margins of the global economy. Bosma finds that the region’s contact with colonial trading powers during the early nineteenth century led to improved health care and longer life spans as the Spanish and Dutch colonial governments began to vaccinate their subjects against smallpox. The resulting abundance of workers ushered in extensive migration toward emerging labor-intensive plantation and mining belts. European powers exploited existing patron-client labor systems with the intermediation of indigenous elites and non-European agents to develop extractive industries and plantation agriculture. Bosma shows that these trends shaped the postcolonial era as these migration networks expanded far beyond the region. A wide-ranging comparative study of colonial commodity production and labor regimes, The Making of a Periphery is of major significance to international economic history, colonial and postcolonial history, and Southeast Asian history.
