It explores telecommunications innovations in three developing economies (Morocco, Jordan and Egypt), with a focus on regional and European trends in telecommunications policies. Common knowledge suggests that the European Union and its member states are the main influential regulatory power in the MENA region. However, the empirical analysis of selected telecommunications regulations: universal service obligation (USO) and spectrum management, reveals that reforms are not always determined by European countries but may also originate from other developing countries, such as Peru and Chile. This finding attests to the rise of regulatory influence from the Global South, which challenges traditional transfers of regulations originating from more industrially advanced countries.

In telecommunications, for example, during the 1990s, more than 129 countries established independent regulatory agencies and more than 100 countries privatized the state-owned telecom operator. Why did so many countries liberalize in such a short period of time? For example, why did both Denmark and Burundi, nations different along so many relevant dimensions, liberalize their telecom sectors around the same time? Kirsten L. Rodine-Hardy argues that international organizations – not national governments or market forces – are the primary drivers of policy convergence in the important arena of telecommunications regulation: they create and shape preferences for reform and provide forums for expert discussions and the emergence of policy standards. Yet she also shows that international convergence leaves room for substantial variation among countries, using both econometric analysis and controlled case comparisons of eight European countries.

Book excerpt: The 2012 edition of the World Bank's Information and Communications for Development report urges countries to increase mobile broadband diffusion in order to improve the state of agriculture, health, financial services, employment and government in the developing world (World Bank, 2012). The main goal of our research is to identify public policy alternatives, regulatory measures, and governing practices that increase the adoption of mobile broadband in developing countries, which have largely adopted a "mobile first" strategy for on-line services. In achieving this goal, we show that different models are necessary to understand mobile broadband diffusion in the developed and developing worlds. Past cross-national research that examined broadband diffusion has been limited mainly to OECD countries (e.g., Lee, Marcu & Lee, 2011). Yet, findings from these studies have been generalized to apply to developed and developing nations alike. This study examines the impact of policy, regulation and governance on mobile broadband diffusion in 131 countries. In the OECD countries, there is greater diffusion of mobile broadband in countries that make a higher financial investment in information and communication technologies (ICTs) and that practice more effective governance. The degree of competitiveness of the telecommunications sector and more specific measures of governance (i.e., the Telecommunications Regulatory Governance Index proposed by Waverman & Koutroumpis (2011)) do not affect mobile broadband diffusion. In developing countries, national wealth matters a great deal, but greater competition in the telecommunications sector, higher financial investment in ICTs, and telecommunications regulatory governance also significantly increase mobile broadband diffusion. This research also extends previous findings that connect bridging information and communication divides with political structure (Norris, 2001) and institutional governance (Levy & Spiller, 1996). While we confirm that these factors do not affect mobile diffusion in developed countries, they are important factors in developing countries. The broader regulatory environment and how government is practiced (i.e., governance) are important variables, however, for understanding outcomes such as widespread access to new ICTs in developed countries. In sum, we found that public policy initiatives, democratic institutions and effective regulatory governance matter, and can mitigate, to some extent, the advantages enjoyed by most developed countries. While we present strong evidence that national policy, regulation and governance are all important, we also show that resources in terms of wealth (in developing countries) and education (in developed countries) matter more for leveraging the benefits of mobile technologies for digital inclusion. Thus, we also show the limits that policy initiatives and related factors have in bridging the mobile broadband divide, at least in the short-term. Finally, it is important for policymakers to be aware and to understand that the path to widespread adoption of mobile broadband requires different strategies depending on a nation's level of economic, political and institutional development. Note: This empirical research is based on multiple regression analysis of several models that combine and separate OECD and non-OECD countries. The variables associated with each country are derived from publically available data reported by the United Nations, World Bank, ITU, OECD, CIA World Fact Book, and also Waverman & Koutroumpis (2011, Telecommunications Policy) and Pemstein, Meserve & Melton (2010, Political Analysis). Some of these variables are used as-is whereas others are aggregated into indeces that we have developed, for example, to measure telecommunications competition and financial investment in ICTs. Book excerpt: Out of around 200 countries in the world, only 75 have number portability. What are the international factors that explain the diffusion of this regulatory policy? Research on policy diffusion offers several explanations: constructivist, coercion, competition, and learning. Each of these theories is explored based on a dataset that tracks the implementation of number portability, fixed phone competition and mobile phone competition, and documentary evidence gathered from the Asia Pacific Economic Cooperation (APEC), COMESA (Common Market for Eastern and Southern Africa, Economic Community of West African States (ECOWAS), European Union, and the Inter-American Telecommunications Commission (CITEL). In these three regulatory issue areas, Asia, Americas, and Europe are the three regions that innovate first; Middle East and Africa follow later on. Further, Hong Kong and New Zealand in Asia and Canada, Chile, and the US in Americas are pioneers, while others wait to see results before proceeding; learning appears to explain the diffusion pattern in these regions. In contrast, in Europe, regulatory diffusion begins early and proceeds rapidly with pioneers like Finland and United Kingdom, but others adopt without the lag time observed in Asia and Americas, very likely because of the leadership and enforcement powers of the European Union, a coercive explanation among member states and a competitive one among non-member states.

From 1994 the country’s first democratic government set out to redress the deep digital divide afflicting the overwhelming majority of its citizens, already poor and disenfranchised, but likewise marginalised in access to telephone infrastructure and services. By this time, an incipient global policy regime was driving reforms in the telecomms sector, and also developing good practice models for universal service. Policy diffusion thus led South Africa to adopt, adapt and implement a slew of these interventions. In particular, roll-out obligations were imposed on licensees, and a universal service fund was established. But an agency with a universal service mandate was also created; and licences in under-serviced areas were awarded. The book goes on to identify and analyse the policy success and failure of each of these interventions, and suggests some lessons to be learned.
