Concentrating on the debate over expansion, Rosemary Foot reveals the strains it caused both within the U.S. bureaucracy and between America and its North Atlantic allies. She supplies important new information on the U.S. government's appraisal of Sino-Soviet relations between 1950 and 1953, and makes clear that a high proportion of U.S. officials came to recognize the limited nature of Soviet support for China. Explaining why the Eisenhower administration nearly unleashed nuclear weapons on China in the spring of 1953, Foot demonstrates that the Korean war would very likely have grown into a conflict of major proportions if the Chinese and North Koreans had not conceded the final issue of the truce talks—the question of the voluntary repatriation of prisoners of war.

Book excerpt: A historical analysis of the policies and military strategies applied during the Korean War stalemate period Korean Showdown: National Policy and Military Strategy in a Limited War, 1951–1952 takes a holistic and integrative approach to strategy, operations, and tactics during the Korean War’s stalemate period and demonstrates how these matters shaped each other and influenced, or were influenced by, political and strategic policy decision-making. Bryan R. Gibby offers an analysis of the major political and military decisions affecting how the war was conducted operationally and diplomatically by examining American, Chinese, North Korean, and South Korean operations in the context of fighting a limited war with limited means, but for objectives that were not always limited in scope or ambition. The foundational political decision was Harry Truman’s voluntary repatriation policy, which extended the war by up to eighteen months. Its military counterpart was the American-led Operation Showdown, the last deliberate military offensive to coerce concessions at the negotiation table. Showdown’s failure (and the Communists’ own equally disappointing military efforts) opened up new avenues for solving the war short of a militarily imposed solution. Gibby’s research draws on primary sources from American, Korean, and Chinese archives and publications. Many of these sources have not yet been mined in diplomatic and military histories of the Korean War. This innovative book also addresses a significant gap in the study of Korean military operations—the linkage between ground and air pressure campaigns, as well as the many Chinese and American operations conducted to establish negotiation positions. Gibby also explores many political and propagandist developments that assumed great importance in the summer of 1952, such as prisoner of war riots, the bombing of hydroelectric dams, and the South Korean constitutional crisis, which significantly influenced American and Chinese military decision-making. Ultimately, this volume serves as a cautionary analysis of the limits of force, the necessity to understand an adversary, and the importance of strategic consensus. It also offers an effective case study on an underappreciated period of civil-military tension during the Cold War and on how civilian politicians and military leaders must collaborate to determine a realistic and effective strategy.

Book excerpt: This in-depth exploration of culture, media, and protest follows South Korea’s transition from the Korean War to the start of the political struggles and socioeconomic transformations of the Park Chung Hee era. Although the post–Korean War years are commonly remembered as a time of crisis and disarray, Charles Kim contends that they also created a formative and productive juncture in which South Koreans reworked pre-1945 constructions of national identity to meet the political and cultural needs of postcolonial nation-building. He explores how state ideologues and mainstream intellectuals expanded their efforts by elevating the nation’s youth as the core protagonist of a newly independent Korea. By designating students and young men and women as the hope and exemplars of the new nation-state, the discursive stage was set for the remarkable outburst of the April Revolution in 1960. Kim’s interpretation of this seminal event underscores student participants’ recasting of anticolonial resistance memories into South Korea’s postcolonial politics. This pivotal innovation enabled protestors to circumvent the state’s official anticommunism and, in doing so, brought about the formation of a culture of protest that lay at the heart of the country’s democracy movement from the 1960s to the 1980s. The positioning of women as subordinates in the nation-building enterprise is also shown to be a direct translation of postwar and Cold War exigencies into the sphere of culture; this cultural conservatism went on to shape the terrain of gender relations in subsequent decades. A meticulously researched cultural history, Youth for Nation illuminates the historical significance of the postwar period through a rigorous analysis of magazines, films, textbooks, archival documents, and personal testimonies. Unlike World Wars I and II, which were vigorously prosecuted on the battlefield until the enemy surrendered unconditionally, the Korean conflict ended without clear-cut military victory for either side. It was fought with limited means for limited objectives. In fact, political efforts to resolve the conflict at the negotiating table predominated during the last two years of the conflict. During this period, neither side sought a decision by military means. The conflict in Korea also was an important milestone in the "cold war" relations between the Communist and non-Communist nations. By launching an unprovoked attack on a militarily insignificant country located in an area where none of their vital interests were involved, the Communists appeared to leaders of the non-Communist states to be giving proof of their aggressive designs for world domination. As a result, the United States reversed the policy of reducing its military establishment and launched an impressive expansion of its armed forces. At the same time, the United States joined with its North Atlantic Treaty Organization (NATO) partners to create a military command for the alliance and to incorporate German forces in it. In the Far East, the United States also acted to shore up the defenses of the non-Communist world by entering into treaties with Australia and New Zealand, the Philippines, Japan, South Korea, and Nationalist China. The Korean War provided the first wartime test for the Joint Chiefs of Staff, acting as part of the machinery set up by the National Security Act of 1947 and its 1949 amendment. In this capacity, they provided strategic direction to the United Nations (UN) forces in the field and were the agency by with President Truman exercised overall control of war strategy. When the focus shifted from combat to armistice negotiations, the Joint Chiefs of Staff continued to play an active role. They participated in all the key decisions taken during negotiations, and they provided the channel of communications between the Government in Washington and Commander in Chief, United Nations Command (CINCUNC), and his armistice negotiating team in Korea. The focus of this volume is, naturally, on the Joint Chiefs of Staff. But as they were not acting in a vacuum, it has been necessary to describe the context in which they functioned. To this end, the actions of the President and the Secretaries of State and Defense concerning overall military strategy and armistice negotiations have been described in some detail. In addition, the consequences of these actions, on the battlefield and at the negotiating table, have been sketched in broad outline.
