Focused on systemic issues, this book is the first study to attempt a comprehensive analysis of social and economic development in modem Korea as a whole. As a homogeneous nation artificially divided by the competing ideologies of the Cold War, Korea provides a unique laboratory for comparing divergent development processes undertaken by conflicting social systems. Current theories of Third World development have advocated either capitalist models of modernization or have called for the establishment of self-reliant socialist economies cut off from the world capitalist system. While capitalist South Korea has consistently outperformed Communist North Korea since the mid-1970s, development has not yet brought a fully evolved West-em-style democracy in its wake. "Self-reliant" North Korea achieved successful growth during its first fifteen years, but has since been faced with numerous structural limitations on sustained development, including severe restrictions on political freedom and civil liberties. In the author's view, the experience of the two Koreas suggests that the solution to underdevelopment must be based on the realization that exclusionary theories need modification in the light of special historical and sociological circumstances peculiar to individual nations. This volume offers a valuable interpretation of modem Korean history and constitutes an important contribution to the comparative study of capitalism and communism in practice. It will be of particular interest to specialists in international relations and comparative political systems.

In just over three decades, South Korea transformed itself from an underdeveloped, agrarian country into an affluent, industrialized one. At the same time, democracy replaced a long series of military authoritarian regimes. These historic changes began under President Park Chung Hee, who seized power through a military coup in 1961 and ruled South Korea until his assassination on October 26, 1979. While the state's dominant role in South Korea's rapid industrialization is widely accepted, the degree to which Park was personally responsible for changing the national character remains hotly debated. This book examines the rationale and ideals behind Park's philosophy of national development in order to evaluate the degree to which the national character and moral values were reconstructed.

It notes that China's participation in this effort is vital. For denuclearization to proceed, China must acknowledge that the long-term hazard of a nuclear Korea is more perilous to it and the region than the short-term risk of instability. Through a comparison of Taiwan (1950s–1970s), South Korea (1950s–1970s), and China (1980s–2000s), Kristen E. Looney shows that different types of development outcomes—improvements in agricultural production, rural living standards, and the village environment—were realized to different degrees, at different times, and in different ways. She argues that rural modernization campaigns, defined as policies demanding high levels of mobilization to effect dramatic change, played a central role in the region and that divergent development outcomes can be attributed to the interplay between campaigns and institutions. The analysis departs from common portrayals of the developmental state as wholly technocratic and demonstrates that rural development was not just a byproduct of industrialization. Looney's research is based on several years of fieldwork in Asia and makes a unique contribution by systematically comparing China's development experience with other countries. It militarized a conflict that previously had been largely political and economic. And it solidified a series of divisions--of Korea into North and South, of Germany and Europe into East and West, and of China into the mainland and Taiwan--which were to persist for at least two generations. Two of these divisions continue to the present, marking two of the most dangerous political hotspots in the post-Cold War world. The Korean War grew out of the Cold War, it exacerbated the Cold War, and its impact transcended the Cold War. William Stueck presents a fresh analysis of the Korean War's major diplomatic and strategic issues. Drawing on a cache of newly available information from archives in the United States, China, and the former Soviet Union, he provides an interpretive synthesis for scholars and general readers alike. Beginning with the decision to divide Korea in 1945, he analyzes first the origins and then the course of the conflict.
