Book excerpt: In 2005, traffic collisions killed 3,201 people with almost 29,000 seriously injured on British roads. Although the level of road crash fatalities and injuries has fallen over successive decades and Britain has one of the safest road environments in the world, the numbers still remain far too high and many of these casualties might have been avoided if there was a higher level of compliance with traffic law. The Committee's report examines the road casualty problem, focusing on the role of roads policing and the contribution which enforcement can make to casualty reduction. It considers how technology is influencing the policing and enforcement of particular offences, relating to speeding, drink and drug driving, driving whilst using a mobile phone and driving while impaired by fatigue. The report finds that, despite progress made by the Department for Transport against its 2010 casualty reduction targets, the Home Office has continued to deny traffic law enforcement issues the priority it requires and must explicitly adopt the targets as a key part of its future national policing plans. Investment and research into new technological equipment, such as roadside breath testing equipment and time-distance cameras, and a higher profile and more visible traffic enforcement effort would bring important casualty reductions. However, the efficiencies which technology can bring should not be seen as a opportunity to cut the number of roads police officers, as technology alone cannot carry out the multitude of functions undertaken by roads police officers.

Book excerpt: Ericson and Haggerty's book, Policing the Risk Society (1997), sets out to annul Bittner's classical, coercion-based reading of the police and replace it with a radically new paradigm that foregrounds the panoptical or knowledge work dimension of the police and its potential to serve the interests of non-police social-disciplinary institutions. In this article, we test this neo-Foucauldian paradigm on the basis of a body of research into road traffic policing. As a result, we observe that though non-police owner-managers of new risks challenge the societal immanence, centrality and publicness of police organizations, with time, these challenges fail. We therefore argue that Ericson and Haggerty's notion of panoptical policing should be taken as a theoretical innovation, which, far from eliminating Bittner's paradigm, enhances it with a new force.

Book excerpt: Proactive policing, as a strategic approach used by police agencies to prevent crime, is a relatively new phenomenon in the United States. It developed from a crisis in confidence in policing that began to emerge in the 1960s because of social unrest, rising crime rates, and growing skepticism regarding the effectiveness of standard approaches to policing. In response, beginning in the 1980s and 1990s, innovative police practices and policies that took a more proactive approach began to develop. This report uses the term "proactive policing" to refer to all policing strategies that have as one of their goals the prevention or reduction of crime and disorder and that are not reactive in terms of focusing primarily on uncovering ongoing crime or on investigating or responding to crimes once they have occurred. Proactive policing is distinguished from the everyday decisions of police officers to be proactive in specific situations and instead refers to a strategic decision by police agencies to use proactive police responses in a programmatic way to reduce crime. Today, proactive policing strategies are used widely in the United States. They are not isolated programs used by a select group of agencies but rather a set of ideas that have spread across the landscape of policing. Proactive Policing reviews the evidence and discusses the data and methodological gaps on: (1) the effects of different forms of proactive policing on crime; (2) whether they are applied in a discriminatory manner; (3) whether they are being used in a legal fashion; and (4) community reaction. This report offers a comprehensive evaluation of proactive policing that includes not only its crime prevention impacts but also its broader implications for justice and U.S. communities.

The need for publicity to support enforcement operations, police training and education programs is also documented. "The Trucker's World "comes to terms with the socioeconomic environment that contributes to breakdown in trucker safety and chronicles the lives and times of truckers as they try to make ends meet. It analyzes driver risk by exploring the reasons, reactions, and consequences of risk. The author approaches his task with a research question: Why is the average trucker continuously placed in conditions that, according to truckers, demand risky driving? As a result of direct experience with truckers and trucking, Rothe observes that truck drivers act as they do to gain autonomy over their work, freedom from control of others, and assurance of a reasonable livelihood. In order to maintain a sufficient income in the transportation market, even the most serious drivers perform tasks that often impinge on lethality and safety, not as blatant radicals or daredevils fighting the system, but as persons responding to the fear that they may lose their livelihood in trucking. The thrust in trucker safety has followed a victimization philosophy in which emphasis on interventions has been aimed directly at truckers. Rothe contends that safety programs would work better if they emphasized what influences, motivates, or encourages truckers to take chances on the road. With this in mind, he analyzes driver risk, vehicle maintenance, owner-operator, company driver, policing, home life, drugs and alcohol, government regulations, and hours of service as they are seen by truckers, industry officials, and others. Expanding our vision to encompass essential factors in the socioeconomic reality of the truck-driving culture. Rothe elucidates the far-reaching consequences that safety issues have for truckers, other road users, policymakers, and traffic safety educators.
