Book Longitudinal Occupancy of Controlled Access Right of way by Utilities

Download or read book Longitudinal Occupancy of Controlled Access Right of way by Utilities written by Ronald L. Williams (P.E.) and published by Transportation Research Board. This book was released on 1996 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: This synthesis will be of interest to highway administrators, design engineers, maintenance engineers and maintenance staff, traffic engineers, and safety officials. It will also provide useful information to the utilities and telecommunications industries. Information is presented on the state transportation agencies' policies, practices, and experience associated with occupancy of the rights-of-way on controlled (or limited) access highways. This report of the Transportation Research Board presents a brief history of accommodation of utilities in the right-of-way, including the policies developed over time by the American Association of State Highway and Transportation Officials (AASHTO) and the Federal Highway Administration (FHWA) and describes why there are issues associated with joint use of the highway right-of-way. A 1993/1994 survey of the state transportation agencies taken for this synthesis yielded 100% return, indicating the high interest in the subject. Issues included in the survey were policies and experiences regarding user and worker safety; controls placed on utilities; exceptions to right-of-way policies; and operational, legal, and equity issues.

Book Safe Accommodation of Utilities Within Highway Right of way

Download or read book Safe Accommodation of Utilities Within Highway Right of way written by and published by . This book was released on 1994 with total page 18 pages. Available in PDF, EPUB and Kindle. Book excerpt: If highway authorities and utilities are willing to work together, the effective and efficient joint use of land by public highway agencies and private utilities can be achieved. To achieve this goal, both parties must recognize the importance of upfrom joint planning, the need to establish practical policies and good engineering standards, and the need to recognize the vitality of good communication and coordination in all phases of project developement for the establishment of a cooperative working relationship. Both the highway agency and the utilities must have mutual understanding and belief in the overall benefits of the principle of multi-use land and are willing to cooperate in sharing information, problems as well as costs for acquiring the right-of-way. Alberta Transportation and Utilities Department practices the following procedures in achieving safe accommodation of utilities within highway right-of-ways: (i) the establishment of a special Section or Branch within the department to deal with utility engineering; (ii) The establishment of the Department Utility Policy Coordinating Committee to develop and implement utility/highway policies, standards and procedures; (iii) Utility coordination is addressed in the highway planning stage, geometric design stage, construction, and maintenance stage; (iv) Constant communication with the utility industry, the regulating bodies and safety organizations to innovate new methods, to improve standards and regulations, and to prevent utility accidents; (v) The active participation of sharing in experience, knowledge, and technologies in conferences. For the covering abstract of this conference, see IRRD number 863140.

This book was released on 2003 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: CI/ASCE Standard 38-02 presents a credible system for classifying the quality of utility location information that is placed in design plans. The Standard addresses issues such as: how utility information can be obtained, what technologies are available to obtain that information; how that information can be conveyed to the information users; who should be responsible for typical collection and depiction tasks; what factors determine which utility quality level attribute to assign to data; and what the relative costs and benefits of the various quality levels are. Used as a reference or as part of a specification, the Standard will assist engineers, project and utility owners, and constructors in developing strategies to reduce risk by improving the reliability of information on existing subsurface utilities in a defined manner.
