Book excerpt: This study investigates the problems surrounding the delivery of advanced training to municipal police within the province of B.C., Canada. Advanced training is presently administered by the Police Academy, Justice Institute of British Columbia (JIBC). In 2001 a core review of police training in B.C. conducted by Dr. Gavin Radford identified serious problems in the content and delivery of advanced police training in B.C. Radford (2001) makes specific recommendations that included a move towards a competency-based training approach in advanced training and the development of a more flexible delivery model. This case study adds value to the earlier work by Radford (2001) by proposing a theoretical model that will facilitate the delivery of advanced training to municipal police officers in B.C. Significant gaps were identified within the literature as it relates to the futherance of the Radford (2001) findings, thereby emphasising the need for this research. A variation of the single-case study method proffered by Yin (1994) was applied in this research. Quantitative data was collected using a questionnaire, while qualitative data was gathered using semi-structured interviews and document examination. The resultant mixed-method saw data collected, compared and contrasted (using constant comparative analysis). The emergent theory served as the foundation for the delivery model proposed in Ch. 7 of the dissertation. The proposed model may be applied in other provinces across Canada, giving validation of the single-case study approach in this research, as the problems surrounding advanced police training in B.C. are representative of the circumstances surrounding the delivery of such training in other Canadian provinces. The study identified the need for advanced training to be more flexible in its delivery ... [and] for provincial industry-oriented competency standards for police in B.C., given the absence of national policing competency standards.

Available in PDF, EPUB and Kindle. Book excerpt: This thesis reports the results of a comparative analysis of the attitudes held by police recruits about police work, before and after training. By employing an instrumental case study methodology combining quantitative and qualitative techniques, the researcher was able to demonstrate the early stages of development of traditional police values, over the course of basic police training at the Justice Institute of British Columbia. An abundance of police based literature has shown that traditional police tactics are ineffective in reducing crime and that some aspects of the traditional police culture can contribute to police misconduct. As a result, in the later part of the twentieth century community policing has become the philosophy endorsed by police experts and managers across North America. The philosophy of community policing promotes values that are in many cases diametrically opposed to those of the traditional police philosophy. While the Justice Institute of British Columbia and police training institutions across the continent teach police recruits about the community policing philosophy, this research demonstrates that recruits show a closer alignment with the values implicit in community policing before basic training, than they do after training. The researcher sees this distancing of self from the values associated with community policing not as any indictment of the police academy, but as an expression of the dominant discourse of the police culture through the curriculum of the police academy. Through an exploration of the police value system inferred by behaviours and attitudes demonstrated by police recruits, the researcher argues that community policing is resisted not because it is ineffective but because it is unattractive to police officers. Traditional police attitudes and behaviours are promoted in the police culture because they are more suited to the already masculinized nature of the job and are simply more desirable to most police offic.

The tradi tional roles of the police had been those of law enforcement and the maintenance of public order. As a consequence police officers were typically large-bodied males, selected for their physical abilities and trained to accept orders and enforce the law. Over the past two decades, however, the industrialized nations have placed a variety of new demands on police officers. To traditional law enforcement and public order tasks have been added social work, mental health duties, and cORllluni ty relations work. For example, domestic disputes, violence between husbands and wives, lovers, relatives, etc. , have increased in frequency and severity (or at least there has been a dramatic increase in reporting the occurence of domestic violence). Our societies have no formal system to deal with domestic disputes and the responsibility to do so, in most countries, has fallen to the police. In fact, in some areas as many as 607. of calls for service to the police are related to domestic disputes (see the chapter in this text by Dutton). As a result the police officer has had to become a skilled social worker, able to intervene with sensi ti vi ty in domestic situations. Alternatively, in the case of West Germany, the officer has had to learn to work co-operatively with social workers (see the chapter by Steinhilper).

Significant challenges with such training activities arise with the wide range of cultural, institutional, political, and social contexts across countries. In addition, foreign assistance donors often have to leverage programs and capacity in their own countries to provide training in partner countries, and there are many examples of training, including in the United States, that do not rely on the best scientific evidence of policing practices and training design. Studies have shown disconnects between the reported goals of training, notably that of protecting the population, and actual behaviors by police officers. These realities present a diversity of challenges and opportunities for foreign assistance donors and police training. At the request of the U.S. State Department's Bureau of International Narcotics and Law Enforcement Affairs, the Committee on Law and Justice of the National Academies of Sciences, Engineering, and Medicine examined scientific evidence and assessed research needs for effective policing in the context of the challenges above. Book excerpt: This study is a longitudinal analysis of three consecutive Justice Institute of British Columbia Police Academy cohorts (n=90). Questionnaires were administered during the first and final weeks of the eight-month training process. Respondents indicated their perceptions, expectations, and attitudes toward various aspects of police work, and an overall assessment of the Police Academy training curriculum. Findings from this study reveal that most recruits experience attitudinal change to a slight degree over the course of their training. The majority of officers have positive and realistic expectations regarding their careers and the Academy training program. Future research and policy implications are discussed.
