The implementation of a school resource officer (SRO) program is a controversial response to school violence and safety issues. While some call for an increased use of police in schools, others are pushing to remove police from schools, or at least to end their involvement in routine discipline. Though many SRO programs exist around the world, little systematic research has been conducted on the topic. The study reported in this book represents the largest and most comprehensive assessment of such programs to date. The research by Duxbury and Bennell indicates that SRO programs can provide real value for students, school staff, policing organizations, and society, but benefits rely on having programs that are well-designed, that the right officers are selected for SRO roles, and that the initiative has support from major stakeholders. Given the current conversations regarding the costs and benefits of having police officers in schools, there is a clear need to determine the value that investment in these types of proactive policing programs creates. Police officers, preparing for the new responsibilities of community-based policing, have become familiar with an array of strategies for preventing and responding to community violence. Mental health professionals have learned firsthand about the texture and trauma of the lives of children at risk. Police and mental health professionals working together have been able to mobilize treatment services more quickly and effectively and to assure that treatment plans are carried out. This manual provides a model, case studies, and guidelines for training the participants, operating a consultation service, and evaluating the program on an ongoing basis, all of which will be useful for other communities seeking to implement a similar project.

An overwhelming amount of this work draws on evidence from Anglo-American police forces. These twin emphases have led to a limited view. Agencies such as criminal investigation units, intelligence services, private security companies, and military policing organizations have almost entirely escaped scholarly attention. In The Policing Web, Jean-Paul Brodeur looks at policing as a whole. He illuminates its full diversity, showing how it extends far beyond the confines of public police working in uniform and visible to all. Brodeur considers military policing, both when it complements the values of democracy and when it does not. He also discusses criminal individuals acting as police informants, and criminal organizations enforcing their own rules in urban zones deserted by the police. Brodeur argues that the diverse strands of the policing web are united by a common definition that emphasizes the license granted to policing agencies-legally or with impunity- to use means otherwise forbidden to the rest of the population. Employing an international and comparative approach, Brodeur establishes a comprehensive model that links all the components of policing. The policing web, however, is not a neat and well-integrated structure. There is not just one policing web. Book excerpt: Establishing an effective local police force is one of the most critical elements of successful counterinsurgency and stability operations, but is a task for which the U.S. government is poorly prepared and lacks capacity. This monograph retraces the recent history of U.S. foreign police training, from the well-coordinated effort by the U.S. Agency for International Development (USAID) from 1961 to 1974, the U.S. congressional prohibition of the use of foreign assistance funds for police training which ended the USAID police training role in 1974, and the subsequent evolution of a patchwork approach to U.S. foreign police training involving up to 30 departments and agencies, a variety of private police contractors, and multiple fund appropriations. Despite this bureaucratic complexity, the key principles for developing effective local police in stability operations remain the same. There must be a distinction between stability policing and community based policing, with a transition from the former to the latter at the appropriate phase of stability operations. Normative standards are critical for effective community based policing, and must be established by shaping police organizational subculture in the context of local societal culture. This monograph explores the way ahead to achieve these goals for effective local police in stability operations in the current complex and challenging operational environment.
