Book excerpt: The Police-Public Contact Survey (PPCS), was designed by the Bureau of Justice Statistics (BJS) to document contacts between police and the public that culminated in police using force. The 2005 survey was conducted as a supplement to the National Crime Victimization Survey (NCVS). To date, the PPCS has been conducted four times by BJS. The first survey -- described in the BJS publication, "Police Use of Force : Collection of National Data" (NCJ 165040) -- documented levels of contacts with police during 1996. The second survey -- described in "Contacts Between Police and the Public : Findings from the 1999 National Survey" (NCJ 184957) -- recorded police-citizen contacts in 1999. These data are archived in POLICE-PUBLIC CONTACT SURVEY, 1999 (ICPSR 3151). The third survey -- described in the BJS publication, "Contacts Between Police and the Public, Findings from the 2002 National Survey" (NCJ 207845) -- recorded police-citizen contacts in 2002. These data are archived in POLICE-PUBLIC CONTACT SURVEY, 2002 : [UNITED STATES] (ICPSR 4273). The fourth survey -- described in the BJS publication, "Contacts Between Police and the Public, 2005" (NCJ 215243) -- covered interactions between police and the public in 2005. More than 60,000 individuals age 16 or older participated in a nationally survey. Detailed findings on face-to-face contacts with police include the reason for and outcome of the contact, resident opinion on police behavior during the contact, and whether police used or threatened to use force during the contact. The document contains demographic characteristics of residents involved in traffic stops and use-of-force incidents and provides comparative analysis with prior survey findings. Overall, the study found that about 9 out of 10 people who had contact with police in 2005 felt that the police acted properly. Tables.

BJS issues public reports and sometimes press releases from survey results. For reports and a press release issued from the 1999 and 2002 surveys (the most recent available), GAO reviewed (1) the extent to which BJS followed quality guidelines to ensure the accuracy and integrity of its survey-related products, and (2) factors that affected whether and how BJS followed available guidelines. GAO reviewed applicable federal data quality guidelines, policy and procedure documents, and interviewed current and former officials familiar with BJS.

Ensuring the Quality, Credibility, and Relevance of U.S. Justice Statistics examines the full range of BJS programs and suggests priorities for data collection. BJS's data collection portfolio is a solid body of work, well justified by public information needs or legal requirements and a commendable effort to meet its broad mandate given less-than-commensurate fiscal resources. The book identifies some major gaps in the substantive coverage of BJS data, but notes that filling those gaps would require increased and sustained support in terms of staff and fiscal resources. In suggesting strategic goals for BJS, the book argues that the bureau's foremost goal should be to establish and maintain a strong position of independence. To avoid structural or political interference in BJS work, the report suggests changing the administrative placement of BJS within the Justice Department and making the BJS directorship a fixed-term appointment. In its thirtieth year, BJS can look back on a solid body of accomplishment; this book suggests further directions for improvement to give the nation the justice statistics-and the BJS-that it deserves.
