This study examines the rise and demise of two settler states with particular emphasis on the role of repressive institutions of law and order. Drawing on field research in Northern Ireland and Zimbabwe, Ronald Weitzer traces developments in internal security structures before and after major political transitions. He concludes that thoroughgoing transformation of a repressive security apparatus seems to be an essential, but often overlooked, precondition for genuine democracy. In an instructive comparative analysis, Weitzer points out the divergent development of initially similar governmental systems. For instance, since independence in 1980, the government of Zimbabwe has retained and fortified basic features of the legal and organizational machinery of control inherited from the white Rhodesian state, and has used this apparatus to neutralize obstacles to the installation of a one-party state. In contrast, though liberalization is far from complete. The British government has succeeded in reforming important features of the old security system since the abrupt termination of Protestant, Unionist rule in Northern Ireland in 1972. The study makes a novel contribution to the scholarly literature on transitions from authoritarianism to democracy in its fresh emphasis on the pivotal role of police, military, and intelligence agencies in shaping political developments. Book excerpt: Despite an ever-increasing workload the IPCC does little to prevent complaints against police behaviour in the first instance by improving forces' complaints procedures, and despite a budget of £35 million per annum the organisation lacks clear measures of success. Despite the IPCC possessing staff of around 400 people, the vast majority of complaints against police behaviour are investigated by the force concerned. Of the 30,000-plus complaints against police behaviour last year less than 250 were directly managed by the IPCC which represents less than 10 per cent of "serious" complaints. In 99 cases out of 100, and despite the existence of an independent, statutory body, complaints made against police behaviour will be investigated by the police. The Committee also raised concerns at the use of ex-police officers within the IPCC, these officers can often end up investigating possible ex-colleagues in their former force. The Home Affairs Committee is convinced that the police should be placing a much greater onus on resolving complaints in an open, transparent and satisfactory manner themselves and calls upon the IPCC to produce a detailed plan of how the Commission, working with bodies such as HMIC and NPIA, will improve police performance in this area.

The research is situated in the context of concerns about the human rights implications of the use of CCTV, and challenges criminological and social theory in its conceptualisation of the role of their police, their governance and the use of CCTV. It raises key questions about both the future of policing and the treatment of suspects in custody. A key theme of this book is the need to move away from a narrow focus on the negative, intrusive face of surveillance: as this study demonstrates, CCTV has another 'face' - one that potentially watches and protects. Both 'faces' need to be examined and analysed simultaneously in order to understand the impact and implications of electronic surveillance.
