The authors are not limited to the framework created by the NCSA (National Cybersecurity System Act - this act was the first attempt to create a legal regulation of cybersecurity and, in addition, has implemented the provisions of the NIS Directive) but may discuss a number of other issues. The book presents international and EU regulations in the field of cybersecurity and issues pertinent to combating cybercrime and cyberterrorism. Moreover, regulations concerning cybercrime in a few select European countries are presented in addition to the problem of collision of state actions in ensuring cybersecurity and human rights. The advantages of the book include a comprehensive and synthetic approach to the issues related to the cybersecurity system of the Republic of Poland, a research perspective that takes as the basic level of analysis issues related to the security of the state and citizens, and the analysis of additional issues related to cybersecurity, such as cybercrime, cyberterrorism, and the problem of collision between states ensuring security cybernetics and human rights. The book targets a wide range of readers, especially scientists and researchers, members of legislative bodies, practitioners (especially judges, prosecutors, lawyers, law enforcement officials), experts in the field of IT security, and officials of public authorities. Most authors are scholars and researchers at the War Studies University in Warsaw. Some of them work at the Academic Centre for Cybersecurity Policy - a thinktank created by the Ministry of National Defence of the Republic of Poland. .

The conference was devoted to the issues of civil-military relations and national security policy in the new democracies of Eastern Europe. One central conclusion can be drawn from the conference: Poland sees itself as having inherited a new set of national security concerns as a result of the far-reaching political and military changes that have taken place in Europe. Poland also perceives a national security threat coming from the Soviet Union, should Moscow return to a more authoritarian form of rule. Finally, Polish officials are concerned about the creation of a European security system in which they have second-class status. Against this background, the United States must clarify its policy with regard to the security concerns of Poland and East-Central Europe.

The participants of the project are representatives of various academic centres and government institutions. One of the key products of the project is the present publication. The first of its key objectives is to present various aspects of the contemporary security of Poland, such as the military, political, economic, and social aspects, as well as the interdependence between 'hard security' and 'soft security'. The second objective is to demonstrate the correlations between the status of security and the sense of security in Poland. The third objective is to use theoretical deliberations on security in practice, for example based on the pentagonal model of security presented in this publication. Professor Sebastian Wojciechowski and Professor Anna Potyrala had the excellent idea to supplement the scholarly literature in the field of security studies with a unique work - a comprehensive analysis of a specific problem, namely the security of Poland at the start of the new century. This was not an easy task as most researchers focus on the systematic of international (mostly Western) theoretical works and the infrequent publications in this context most often take the form of historical outlines. This makes the publication all the more a success on the part of the Editors and highly qualified Contributors, as they analyzed and diagnosed the relevant subject matter of their research and thus met the objectives presented in the introduction.

Book excerpt: The Partnership for Peace (PfP) program can be seen as a lens for examining the larger security policy debates in Poland and Germany. This documented briefing traces the recent evolution of the security debate in each country, and notes how each has adapted PfP to suit its security policy needs. The research reveals that both Poland and Germany view PfP as the first step on a path to NATO membership for at least some of the partner countries, most of all Poland. Germany and Poland are making maximum use of the program to solidify their military cooperation, and both are hopeful that the United States takes a similar view toward PfP implementation. The main difference between the two countries relates to Russia: the Poles fear that Germany may bend its PfP policy of extensive cooperation with Poland to reach agreement on security issues with Russia. The briefing concludes with a discussion of the implications of the Polish and German interpretations of PfP for the United States and for the U.S. Army.

Available in PDF, EPUB and Kindle. Book excerpt: Faced at the outset with obstacles of the international system of states and of domestic politics, Poland embraced the tasks of accession to NATO. In this effort, no road map existed for what was an unprecedented situation. Thus, Poland had to resolve domestic and international tasks of accession with national means as well as guidance from the alliance and its members. Poland had to structure a new defense policy in an alliance context. The country had to reform the national security decision-making apparatus, which, in its most dramatic dimension, required the fashioning of democratic civil-military relations. The latter process, also, involved input from the domestic arena as well as those from the alliance members. This process took time as the alliance itself figured out the path forward and there were difficulties in Poland because of the possibility that Poland might fail. Nonetheless, these problems aside, Polish society and politics held sure to the sole aim of accession to NATO. This thesis argues that, with the successful accession to NATO, Poland secured its place in the West, which the events of the 20th century had denied this nation heretofore. Thus, Polish security rests on the stronger foundation, far greater then that possible with national means alone.
