And now you see all the three powers declaring that each one of them is going to give Poland happiness, to restore Poland. The Polish question is not dead; it is not buried. Fif you speak of Poland today, you may mean any one of four things. First of all, you may mean the old empire, the empire as it existed in 17 7 2, the empire which had been created by the union between the Kingdom of Poland and the Grand Duchy of Lithuania. In 17 72 Poland extended from a point near Berlin almost to Kief, and reached very close to the Black Sea. Secondly, you may mean by Poland, not the whole of Poland, but only what is usually called the Congress-king dom, that is, the kingdom created by the Congress of Vienna in 1815, the part which is now usually referred to as Russian Poland. The Congress of Vienna in 1815 took away from Prussia part of what had been assigned to her in 1795 and formed this into what is now called Poland, that is to say, Russian Poland. Book excerpt: Excerpt from The Polish Problem In the first days of August, 1914, when the Germans crossed the frontier of Russian Poland and occupied Kalisz, they dis tributed a proclamation promising to the Poles freedom from Russian oppression, and independence, if the war ended favour ably to German arms. The German proclamation was undated, but evidently printed a long time before its distribution. On the 10th of August the commander of the Austrian Northern Army distributed a proclamation to the Poles. The Austrian proclamation did not give any definite promises, but expressed a h0pe that the Russian Poles would help Austria; and that the Poles, relying on the goodwill always shown to them by the Hapsburg monarchy, might be sure that their attitude would be rewarded. On the 14th of August the commander-in-chief of the Russian army, Grand Duke Nicholas, issued a proclamation to the Poles, expressing the hope that Austrian and German Poles would help Russia, and containing the following words: The Russian Army brings you the solemn news of reconciliation, which obliterates the frontiers dividing the Polish people, and unites them con jointly under the sceptre of the Russian Tsar. The descriptions of PiS in Western media tend to rework old stereotypes about Eastern Europe that had lain dormant for some time. The book addresses the underlying question whether PiS was simply successful in understanding its electorate, and just helped Poland to revert to its normal state. This new Normal seems quite similar to the old one: insular, conservative, xenophobic, and statist. The book looks at the current struggle between one ‘Poland’ and another; between a Western-looking Poland and an inward-looking Poland, the former more interested in opening to the world, competing in open markets, and working within the EU, and the latter more concerned with holding onto tradition. The question of illiberalism has gone from an ‘Eastern’ problem (Russia, Turkey, Hungary, etc.) to a global one (Brexit and the U.S. elections). This makes the very specific analysis of Poland’s illiberalism applicable on a broader scale.

Book excerpt: This collection of essays addresses the challenge of modern nationalism to the tsarist Russian Empire. First appearing on the empire’s western periphery this challenge, was most prevalent in twelve provinces extending from Ukrainian lands in the south to the Baltic provinces in the north, as well as to the Kingdom of Poland. At issue is whether the late Russian Empire entered World War I as a multiethnic state with many of its age-old mechanisms run by a multiethnic elite, or as a Russian state predominantly managed by ethnic Russians. The tsarist vision of prioritizing loyalty among all subjects over privileging ethnic Russians and discriminating against non-Russians faced a fundamental problem: as soon as the opportunity presented itself, non-Russians would increase their demands and become increasingly separatist. The authors found that although the imperial government did not really identify with popular Russian nationalism, it sometimes ended up implementing policies promoted by Russian nationalist proponents. Matters addressed include native language education, interconfessional rivalry, the “Jewish question,” the origins of mass tourism in the western provinces, as well as the emergence of Russian nationalist attitudes in the aftermath of the first Russian revolution.
