Book excerpt: The Poland Knowledge Economy Assessment (KEA) aims to provide policy options for securing sustainable growth, and improving competitiveness, by creating an environment conducive to business development, and investment in general, as well as to knowledge generation and absorption via innovation, and learning, in particular, as well as by stimulating investment in innovation, and in learning systems. This KEA argues that efficient, and relevant lifelong learning systems, Information and Communication Technologies (ICT), institutions and funding mechanisms to support innovative research and development (R&D), are essential components of the National Innovation System (NIS). The foremost theme of this report is securing sustainable growth and competitiveness in Poland, by stimulating investment in R&D, and in appropriate learning systems, which have a key role in developing a country's absorptive capacity-the ability to identify, assimilate, and exploit knowledge from both domestic, and external sources. Therefore, policies that support the development of inter-firm linkages, and the capacity to absorb new knowledge that can be gained through such linkages, are crucial elements. As regards R&D and innovation, efforts need to be made to build institutions and provide financial incentives aiming to increase Polish R&D. Nevertheless, it should be stressed that an improvement in the business environment in Poland is a necessary condition for raising the R&D within firms. Most importantly, efforts need to be made to increase the quality, and relevance of the formal education system, ensure the provision of life long learning systems to the entire population, and improve the linkages between academia, the scientific, and business communities that assist the transfer of technology in other countries. It is proposed that the regulatory framework be updated to the European Union (EU) 2002 level, and that the capacity, and market credibility of the Office of Telecommunications and Post Regulation (the regulatory authority), be strengthened in order to sustain competition. The implementation of e-government services for businesses, as well as citizens is key for improving the efficiency, and competitiveness of Polish business

One of the reasons for low competitiveness of Polish enterprises is the unsatisfactory level of their involvement in the implementation of knowledge management concepts. This paper aims to diagnose the state of knowledge management in Polish enterprises. The paper presents the results of an empirical research conducted among 170 enterprises operating in Poland in 2016. The results indicate a low degree of advancement of Polish enterprises towards current challenges of knowledge economy. A small number of Polish enterprises uses the concept of knowledge management. One of the main reasons is the lack of knowledge and awareness of managers concerning the importance of using this concept in enterprises. Definitely big enterprises prefer using knowledge management as well as its elements. Recently, an increase of interest in the implementation of this concept has been observed among the managers of Polish enterprises.

Book excerpt: Poland in the 1980s was filled with shuttered restaurants and shops that bore such imaginative names as “bread,” “shoes,” and “milk products,” from which lines could stretch for days on the mere rumor there was something worth buying. But you’d be hard-pressed to recognize the same squares—buzzing with bars and cafés—today. In the years since the collapse of communism, Poland’s GDP has almost tripled, making it the eighth-largest economy in the European Union, with a wealth of well-educated and highly skilled workers and a buoyant private sector that competes in international markets. Many consider it one of the only European countries to have truly weathered the financial crisis. As the Warsaw bureau chief for the Financial Times, Jan Cienski spent more than a decade talking with the people who did something that had never been done before: recreating a market economy out of a socialist one. Some experts assumed that this duration is as low as three years. 1 Today we know that it is not so easy to catch up for several reasons, although some of those countries have had a amazing development and still have an economic growth that is far above the one of the so-called “Old European countries”, the EU-15. What I want to research at this point is how the situation after the short time given by the expert’s forecasts really was. I therefore take the situation in 1994, which makes, if compared to the first assumptions, a rather “tolerant” period of five years from 1989.

Tacit knowledge results from experience, leading to innovation.The learning culture can facilitate the transformation of errors into experiences. This study explores whether mistake acceptance facilitates tacit knowledge awareness and sharing in the information technology, healthcare, and construction industries in Poland and the United States. The findings show the influenceof mistake acceptance on knowledge production and the differences between countries and industries. The US showed a higher level of mistake acceptance, which was similar across the three industries, than did Poland, which showed differences between sectors. In general, the higher the acceptance of mistakes, the greater the effect of tacit knowledge awareness on sharing.This study shows that there is no knowledge production without learning and no learning without mistake acceptance.

Those analysis are made in several perspectives, namely Human Resources, Knowledge Management, Intellectual Capital, and also many sectorial perspectiveslike Trade, Economics, Logistics, Social Policy etc. However, today the question about the applicability of all these studies remains unsolved. So, it like, many of the words that will save the Knowledge Economy have already been written, all we need is to save the Knowledge Economy…Or is it not? The idea behind TAKE Conference was to provide a multidisciplinary forum in which those multiple perspectives will come together. We believe it is a fruitful operation and we intend to continue the exercise in the future. The problem of the relation between theory and practice in the knowledge economy is getting more important and not lessimportant with the development of the BRICS and other nations. TAKE main question will be one of the problems of the 21st century. Following the promising start of TAKE 2016 in Aveiro, Portugal, TAKE 2017 was organized by the Faculty of Economics of Zagreb University, around Prof. Blazenka Knezevic. I would like to thank her and her team for the massive effort in putting TAKE 2017 together. It will be a very nice and memorable conference. Book excerpt: In the time span of a two-term US presidency, Poland went from an authoritarian one-party state with a faltering centrally planned economy to become a relatively stable multiparty democracy and a market economy with one of the highest GDP growth rates in Europe. A central feature of these economic and political reforms is a high rate of entry of new, domestically owned firms. This book uses detailed economic and political data to examine how these new firms contributed to the Polish transition. The authors test propositions about why some regions have more new firms than others and how the success of these new firms contributed to political constituencies that supported economically liberal parties. The book concludes by contrasting the Polish with the experiences of other transitional countries.
