Since the late 1980s, developing countries have been subject to intense pressures regarding intellectual property rights. These pressures have been exceptionally controversial in the area of pharmaceuticals. Historically, fearing the economic and social costs of providing private property rights over knowledge, developing countries did not allow drugs to be patented. Now they must do so, an obligation with significant implications for industrial development and public health. This book analyses different forms of compliance with this new imperative in Latin America, comparing the politics of pharmaceutical patenting in Argentina, Brazil, and Mexico. Coalitions and Compliance focuses on two periods of patent politics: initial conflicts over how to introduce drug patents, and then subsequent conflicts over how these new patent systems function. In contrast to explanations of national policy choice based on external pressures, domestic institutions, or Presidents' ideological orientations, this book attributes cross-national and longitudinal variation to the ways that changing social structures constrain or enable political leaders' strategies to construct and sustain supportive coalitions. The analysis begins with assessment of the relative resources and capabilities of the transnational and national pharmaceutical sectors, and these rival actors' efforts to attract allies. Emphasis is placed on two ways that social structures are transformed so as to affect coalition-building possibilities: how exporters fearing the loss of preferential market access may be converted into allies of transnational drug firms, and differential patterns of adjustment among state and societal actors that are inspired by the introduction of new policies. It is within the changing structural conditions produced by these two processes that political leaders build coalitions in support of different forms of compliance.

The proliferation of exports and imports of social, economic and policy management models have called for a rethinking of South–South relations. To date, most studies have focused on the drivers and strategies of international initiatives made by emerging powers; none have analysed the impact of these initiatives on the receiving country’s institutions, and on the structures of international organisations. In this book, Carolina Milhorance examines the content, process and consequences of the internationalisation of Brazil’s rural public policy instruments. Brazil earned wide international recognition in the early 2000s for its agricultural modernisation and social policies; its increasing influence illustrated the specific political interests of coalitions that are embedded in domestic and international struggles. Drawing on extensive field research – including more than 280 interviews – conducted in Brazil, Mozambique, South Africa, Malawi, France and Italy, Milhorance analyses the effects of the internationalisation of Brazilian policy solutions on national and local political systems in recipient countries, highlighting specifically the case of Mozambique. Relying on a new theoretical approach to International Relations – one based on public policy analysis and international political sociology – she moves beyond a debate about conventional notions of international power. Both Lula and Rousseff used an increasing number of mechanisms of participation, known in Portuguese as órgãos colegiados – "collegiate bodies", for democratizing political decisions. Stefanie Tomé Schmitt's book addresses the impacts of participatory policy-making on business-state relations under the New Developmentalism. Her research uncovers business participation in 125 collegiate bodies based on data collected with the peak sectoral corporatist business associations of agriculture, commerce, industry and financial services. It discloses a formalized pattern of business politics linked to the use of Corporatist Institutions, exposing a gap between Political Sociology and Political Economy approaches to interest representation in Brazil. In joining the rule configuration assessment with a process tracing of participatory policy-making in employment, innovation, and biodiversity, her investigation also reveals that engendering a more formalized pattern of business politics relied on more than choices of institutional design promoting business inclusiveness: it was contingent on business and government commitment building within mechanisms of participation and in related policy networks.
