This timely book reveals that new life courses are found to require more, and not less welfare support, but only Sweden has developed an active life course approach and only three more could be considered supportive, in at least some life stages. For the remainder, policies were at best limited or, in Italy.s case, passive. The contributors reveal that the neglect of changing needs is leading to greater reliance on the family and the labour market, just as these support structures are becoming more unpredictable and moreunequal. They argue that alongside these new class inequalities, new forms of intergenerational inequality are also emerging, particularly in pension provision.

It questions, in particular, the widely-held assumption that social democratic governments will defend the interests of labor. The evidence shows that labor has become split into two clearly differentiated constituencies: those with secure employment (insiders) and those without (outsiders). The book focuses on three policy areas: employment protection (representing the main concern of insiders), and active and passive labor market policies (the main concern of outsiders). The main thrust of the argument is that the goals of social democratic parties are often best served by pursuing policies that benefit only insiders. The implication of the book's insider-outsider model is that social democratic government is associated with higher levels of employment protection legislation but not with labor market policy. The book also argues that there are factors can reduce insider-outsider differences and weaken their influence on social democratic governments. These hypotheses are explored through the triangulation of different methodologies. The book provides an analysis of surveys and macrodata, and a detailed comparison of three case-studies: Spain, the UK and the Netherlands. Its reinterpretation of the challenges facing social democracy will represent a significant contribution to the comparative politics and political economy literatures.

It has frustrated many, with federalism seeming to matter in all sorts of combinations with all sorts of issues, from nationalism to racism to intergovernmental competition. The diffuse federalism literature has not come to compelling answers for very basic questions. Scott L. Greer, Daniel Béland, André Lecours, and Kenneth A. Dubin argue for a new approach—one methodologically focused on configurations of variables within cases rather than a fruitless attempt to isolate “the” effect of federalism; and one that is substantively engaged with identifying key elements in configurations as well as with when and how their interactions matter. Born out of their work on a multi-year, eleven-country project (published as Federalism and Social Policy: Patterns of Redistribution in Eleven Countries, University of Michigan Press, 2019), this book comprises a methodological and substantive agenda. Methodologically, the authors shift to studies that embraced and understood the complexity within which federal political institutions operate. Substantively, they make an argument for the importance of plurinationalism, changing economic interests, and institutional legacies.

The 2008 crash marked a critical stress test for European welfare states with dramatic repercussions, including a massive surge in unemployment, a widening in wage and income disparities, and rising poverty. Hikes in fiscal deficits and public debt, required to pre-empt an economic meltdown, forced policymakers to make painful cuts in welfare services to shore up public finances, thereby jeopardizing welfare support for vulnerable groups. The overall scope of welfare-policy responses is heterogeneous, disparate, and uneven. In some cases, the response to the Great Recession was accompanied by deep social conflicts, while in others unpopular crisis-management measures received broad consent from opposition parties, trade unions, and employer organizations. Alongside serious retrenchments, there have been assertive attempts to rebuild social programmes and institutions, to accommodate policy repertoires-not merely domestically but also at the EU level-to the new realities of the knowledge economy and an ageing society. Overall, the long 2010s showed that the future of work and welfare is in our hands: it is perfectly possible to shape this future in such a way as to provide inclusive social security, achieve high employment, advance and maintain human capabilities across the life-course, and fight poverty and inequality.
