They argue that racial resentment?arises?from just-world beliefs and appraisals of deservingness that help explain the persistence of racial inequality in America in ways more consequential than racism or racial prejudice alone. The culprits, as many White people see it, are undeserving people of color, who are perceived to benefit unfairly from, and take advantage of, resources that come at Whites’ expense—a worldview in which any attempt at modest change is seen as a challenge to the status quo and privilege. Yet, as Davis and Wilson reveal, many Whites have become racially resentful due to their perceptions that African Americans skirt the “rules of the game” and violate traditional values by taking advantage of unearned resources. Resulting attempts at racial progress lead Whites to respond in ways that retain their social advantage—opposing ameliorative policies, minority candidates, and other advancement on racial progress. Because racial resentment is rooted in beliefs about justice, fairness, and deservingness, ordinary citizens, who may not harbor racist motivations, may wind up in the same political position as racists, but for different reasons.

Book excerpt: The great dilemma of democracy revolves around the state. Historically, the state has played a crucial role as enforcer of liberal democratic constitutions, but it has also been used by autocratic rulers to entrench their rule. The state is thus a two-edged sword: It can both be the guarantee of democratic rights and a tool that can be used to suppress such rights. One corollary of this is that the influence of state structures on democratic development depends on who holds government power. But the opposite observation can also be made, as governments play an important role in shaping the state apparatus. The state and the regime are thus intertwined. Against this backdrop, this book presents a series of attempts – authored by influential experts such as Francis Fukuyama and Gerardo Munck – to disentangle the relationship between the state and political regimes. The contributions differ in terms of their particular theoretical and empirical focus. But they share the assumption that three criteria need to be observed to achieve a better understanding of the state-democracy nexus. First, it is valuable to distinguish conceptually between different aspects of the state. Second, the potential relationships between democracy and these attributes of state should be carefully theorized. Third, the consequent propositions must be interrogated using comparative approaches. This book was originally published as a special issue of Democratization.

Book excerpt: In the wake of African decolonization, Brazil attempted to forge connections with newly independent countries. In the early 1960s it launched an effort to establish diplomatic ties with Africa; in the 1970s it undertook trade campaigns to open African markets to Brazilian technology. Hotel Trópico reveals the perceptions, particularly regarding race, of the diplomats and intellectuals who traveled to Africa on Brazil’s behalf. Jerry Dávila analyzes how their actions were shaped by ideas of Brazil as an emerging world power, ready to expand its sphere of influence; of Africa as the natural place to assert that influence, given its historical slave-trade ties to Brazil; and of twentieth-century Brazil as a “racial democracy,” a uniquely harmonious mix of races and cultures. While the experiences of Brazilian policymakers and diplomats in Africa reflected the logic of racial democracy, they also exposed ruptures in this interpretation of Brazilian identity. Did Brazil share a “lusotropical” identity with Portugal and its African colonies, so that it was bound to support Portuguese colonialism at the expense of Brazil’s ties with African nations? Or was Brazil a country of “Africans of every color,” compelled to support decolonization in its role as a natural leader in the South Atlantic? Drawing on interviews with retired Brazilian diplomats and intellectuals, Dávila shows the Brazilian belief in racial democracy to be about not only race but also Portuguese ethnicity.
