Financial crises and their associated social and economic traumas are the most apparent symptom that something is amiss in the process of world economic integration. How can the instability of capital movements best be curtailed? These questions concern the contributors to this volume. This volume demonstrates that the evolution of the world financial system, its various problems, and what is or is not done about them require an understanding of the links among financial, economic, and political variables. This book brings this issue to light as a topic central to the study of public administration.Drawing on extensive fi eldwork with more than a hundred interviews with former presidents, ministers, members of congress, governors, local mayors and subnational public offi cials, as well as documentary sources, it begins with a historical account of recentralisation processes in the world. It then proposes a theoretical framework to explain these processes, before tracing and carefully comparing recentralisation episodes in Colombia using theory-guided process tracing.

Oil and energy markets have experienced dramatic changes over the past two decades--steep price increases in the 1970s and 1980s followed by a decrease in 1986 and large declines in demand in the former Soviet Union and Eastern Europe. But despite considerable uncertainty about future developments in the world oil market, this paper finds that demand is set to rise in all main regions, particularly in developing countries, led by increasing incomes, population, industrialization, investment, and trade. This study examines the growth in demand for eight major oil products for 37 developing countries over the 1971-93 period, analyzing the relationships and changes over time for income, population, and demand for energy and oil products for each country. It also examines some of the important phenomena that affect oil demand and calculates income and price elasticities for each product in all countries.

'The State of State Reform in Latin America' reviews and assesses the outcomes of these less studied institutional reforms. This book examines four major areas of institutional reform: a. political institutions and the state organization; b. fiscal institutions, such as budget, tax and decentralization institutions; c. public institutions in charge of sectoral economic policies (financial, industrial, and infrastructure); and d. social sector institutions (pensions, social protection, and education). In each of these areas, the authors summarize the reform objectives, describe and measure their scope, assess the main outcomes, and identify the obstacles for implementation, especially those of an institutional nature.
