Book excerpt: In the wake of African decolonization, Brazil attempted to forge connections with newly independent countries. In the early 1960s it launched an effort to establish diplomatic ties with Africa; in the 1970s it undertook trade campaigns to open African markets to Brazilian technology. Hotel Trópico reveals the perceptions, particularly regarding race, of the diplomats and intellectuals who traveled to Africa on Brazil’s behalf. Jerry Dávila analyzes how their actions were shaped by ideas of Brazil as an emerging world power, ready to expand its sphere of influence; of Africa as the natural place to assert that influence, given its historical slave-trade ties to Brazil; and of twentieth-century Brazil as a “racial democracy,” a uniquely harmonious mix of races and cultures. While the experiences of Brazilian policymakers and diplomats in Africa reflected the logic of racial democracy, they also exposed ruptures in this interpretation of Brazilian identity. Did Brazil share a “lusotropical” identity with Portugal and its African colonies, so that it was bound to support Portuguese colonialism at the expense of Brazil’s ties with African nations? Or was Brazil a country of “Africans of every color,” compelled to support decolonization in its role as a natural leader in the South Atlantic? Drawing on interviews with retired Brazilian diplomats and intellectuals, Dávila shows the Brazilian belief in racial democracy to be about not only race but also Portuguese ethnicity.

Available in PDF, EPUB and Kindle. Book excerpt: Mixed-member electoral systems may well be the electoral reform of the 21st century, much as proportional representation (PR) was in the 20th century. In the view of many electoral reformers, mixed-member systems offer the best of both the traditional British single-seat district system and PR systems. This book seeks to evaluate: why mixed-member systems have recently appealed to many countries with diverse electoral histories; and how well expectations for these systems have been met. Each major country, which has adopted a mixed system thus, has two chapters in this book, one on origins and one on consequences. These countries are Germany, New Zealand, Italy, Israel, Japan, Venezuela, Bolivia, Mexico, Hungary, and Russia. In addition, there are also chapters on the prospects for a mixed-member system being adopted in Britain and Canada, respectively. The material presented suggests that mixed-member systems have been largely successful thus far. They appear to be more likely than most other electoral systems to generate two-bloc party systems, without in the process reducing minor parties to insignificance. In addition, they are more likely than any other class of electoral system to simultaneously generate local accountability as well as a nationally-oriented party system. Mixed-member electoral systems have now joined majoritarian and proportional systems as basic options which must be considered whenever electoral systems are designed or redesigned. Such a development represents a fundamental change in thinking about electoral systems around the world.

In better words, the book investigates the mechanisms of power struggles and the transformative dynamism of totalization and state-led modernization, which motivates or shapes a creative tension in the form of the city. The topic of the work is novel and aims to examine the relationship between the affordances of public spaces, their micro-histories, and the emergence of critical social events and movements. The breadth of the topic demanded engagement with a rich body of architectural theory and history and relevant texts in urban sociology, colonial and postcolonial studies, political geography, and cultural studies, a challenge to which the book has responded outstandingly. The issue is urgent for policymakers and architects, urban designers, political and cultural geographers, and other practitioners working on the built environment to create more democratic public spaces in the global south.
