Book excerpt: This report covers the technical progress achieved from July 1, 1997 to September 30, 1997 on the POC-Scale Testing Agglomeration Techniques and Equipment for Fine Coal Processing project. Experimental procedures and test data for recovery of fine coal from coal fines streams generated at a commercial coal preparation plant are described. Two coal fines streams, namely Sieve Bend Effluent and Cyclone Overflow were investigated. The test results showed that ash was reduced by more than 50% at combustible matter recovery levels exceeding 95%.

Book excerpt: The objective of this project is to develop and demonstrate a Proof-of-Concept (POC) scale oil agglomeration technology capable of increasing the recovery and improving the quality of fine coal streams. Two distinct agglomeration devices will be tested, namely, a conventional high shear mixer and a tubular (jet) processor. To meet the overall objective an 11 task work plan has been designed. The work will range from batch and continuous bench-scale testing through the design, commissioning and field testing of POC-scale agglomeration equipment. The project includes the following tasks: Project planning and management; host site selection and plan formulation; preliminary engineering and design of POC equipment; coal characterization and laboratory (batch) and bench-scale testing; final engineering and design of POC equipment; proof-of-concept (POC) equipment procurement and fabrication; POC equipment inspection; POC equipment installation, shakedown and operation; process evaluation; dismantling of the system; final report. Accomplishments to date are described on the site selection, a work plan for bench-scale testing, preliminary engineering and design of POC equipment, and coal characterization.

But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.
