Book excerpt: The chemistry of uranium and plutonium in conjunction with the storage, retrieval and treatment of high-level nuclear waste (HLW) has been the subject of increasing scrutiny due to concerns with nuclear criticality safety. Previous studies focused on determining the solubilities of plutonium and uranium in alkaline salt solutions that encompass the compositions present during storage and evaporation of fresh and aged. Recent studies extend the chemistry to include the effects of coprecipitation on the liquid phase concentrations of plutonium and uranium. Particle size, morphology and identification of crystalline phases in the precipitated solids as well as the plutonium and uranium dissolution characteristics upon dilution of the liquid phases were also determined.

Book excerpt: Materials currently being dissolved in the HB-Line Facility will result in an accumulated solution containing an estimated uranium:plutonium (U:Pu) ratio of 4.3:1 and an 235U enrichment estimated at 30 per cent The U:Pu ratio and the enrichment are outside the evaluated concentration range for disposition to high level waste (HLW) using gadolinium (Gd) as a neutron poison. To confirm that the solution generated during the current HB-Line dissolving campaign can be poisoned with Gd, neutralized and discarded to the Savannah River Site (SRS) high level waste (HLW) system without undue nuclear safety concerns the caustic precipitation of surrogate solutions was examined. Experiments were performed with a U/Pu/Gd solution representative of the HB-Line estimated concentration ratio and also a U/Gd solution. Depleted U was used in the experiments as the enrichment of the U will not affect the chemical behavior during neutralization, but will affect the amount of Gd added to the solution. Settling behavior of the neutralized solutions was found to be comparable to previous studies. The neutralized solutions mixed easily and had expected densities of typical neutralized waste. The neutralized solids were found to be homogeneous and less than 20 microns in size. Partially neutralized solids were more amorphous than the fully neutralized solids. Based on the results of these experiments, Gd was found to be a viable poison for neutralizing a U/Pu/Gd solution with a U:Pu mass ratio of 4.3:1 thus extending the U:Pu mass ratio from the previously investigated 0-3:1 to 4.3:1. However, further work is needed to allow higher U concentrations or U:Pu ratios greater than investigated in this work.

Book excerpt: The "VOLGA" conferences, hosted in odd-numbered years by the Department of Theoretical and Experimental Reactor Physics of the Moscow Engineering Physics Institute (MEPhI), are some of the most prestigious technical meetings held in Russia. Traditionally, these conferences present the opportunity for reactor physicists from around the world to gather at MEPhI's holiday camp on the banks of the Volga river (near Tver) to exchange ideas and explore innovative concepts related to nuclear power development. In 1997, NATO became involved in the "VOLGA" meetings for the first time by co-sponsoring "VOLGA97" as an advanced research workshop. This workshop broke with tradition a bit in that the venue was moved from MEPhI's holiday camp to a location nearer Moscow. The workshop program was effectively organized in order to cover a broad range of topics relating to the theme of the meeting. Generally, the papers concerned safety related questions associated with utilizing both weapons-grade and reactor-grade plutonium in the nuclear fuel cycle, including facility requirements, licensing issues, proliferation risks, and a variety of advanced concepts for alternative fuel cycles. The program contained a total of ninety-nine papers presented in five days of sessions.

S. experts from seven different organizations. The ARW was conducted at the State Education Center (SEC), a former Minatom nuc1ear training center in St. Petersburg. Thirty-three technical presentations were made using simultaneous translations. These presentations are reprinted in this volume as a formal ARW Proceedings in the NATO Science Series. The representative technical papers contained here cover nuc1ear material safety topics on the storage and disposition of excess plutonium and high enriched uranium (HEU) fissile materials, inc1uding vitrification, mixed oxide (MOX) fuel fabrication, plutonium ceramics, reprocessing, geologic disposal, transportation, and Russian regulatory processes. This AR W completed discussions by experts of the nuc1ear materials safety topics that were not covered in the previous, companion ARW on Nuc1ear Materials Safety held in Amarillo, Texas, in March 1997. Uranium enrichment has played a relatively quiet but important role in the history of efforts by a number of nations to acquire nuclear weapons and by a number of others to prevent the proliferation of nuclear weapons. For many years the uranium enrichment industry was dominated by a single method, gaseous diffusion, which was technically complex, extremely capital-intensive, and highly inefficient in its use of energy. As long as this remained true, only the richest and most technically advanced nations could afford to pursue the enrichment route to weapon acquisition. But during the 1970s this situation changed dramatically. Several new and far more accessible enrichment techniques were developed, stimulated largely by the anticipation of a rapidly growing demand for enrichment services by the world-wide nuclear power industry. This proliferation of new techniques, coupled with the subsequent contraction of the commercial market for enriched uranium, has created a situation in which uranium enrichment technology might well become the most important contributor to further nuclear weapon proliferation. This book offers the first comprehensive global study of plutonium "mixed oxide" (MOX) fuel in those reactors. Field research was conducted in all seven countries that have commercially manufactured or used such MOX: Belgium, France, Germany, Japan, the Netherlands, Switzerland, and the United Kingdom. Disposition of fissile materials has become a primary concern of nuclear non-proliferation efforts worldwide. There is a significant interest in IAEA Member States to develop proliferation resistant nuclear fuel cycles for incineration of plutonium such as inert matrix fuels (IMFs). This publication reviews the status of potential IMF candidates and describes several identified candidate materials for both fast and thermal reactors: MgO, ZrO2, SiC, Zr alloy, SiAl, ZrN; some of these have undergone test irradiations and post irradiation examination. Also discussed are modelling of IMF fuel performance and safety analysis. System studies have identified strategies for both implementation of IMF fuel as homogeneous or heterogeneous phases, as assemblies or core loadings and in existing reactors in the shorter term, as well as in new reactors in the longer term.
