The Ploesti raid stood apart from the rest of the war in the air. The idea for it, and the unusual tactics employed, came from the top; it generated from General Arnold's headquarters and was approved by President Roosevelt. Winston Churchill called Ploesti the taproot of German might. It was not a part of any particular campaign, but was considered vital in itself. It was painstakingly planned and executed relatively quickly by the best-prepared and most experienced force available at the time. It was also fought with unparalleled bravery, the sole action of the war for which five Congressional Medals of Honor were awarded. The purpose in examining Ploesti is to first gain a complete understanding of the events leading to the planning for the raid, the raid itself, and finally the impact on the Germans in its aftermath. With this established, the intent is to assess the raid while keeping one fascinating question in mind after building a doctrine for twenty years based on high altitude, daylight, precision bombing, why, in its first major bombing effort, did the United States depart from doctrine and conduct a low level bombing mission on Ploesti, the only low-level bombing mission conducted in the war?

At the time, the Romanian Ploesti oil fields produced about a third of all Axis oil, and was Germany's single most important fuel source. In the summer of 1943, the USAAF decided to stage a major raid on Ploesti from air bases in Libya. The resulting Operation Tidal Wave raid on 1 August 1943 was one of the costliest to date, losing 53 aircraft, about a third of the starting force. Of the more than 150 bombers that took part in the raid, only 88 B-24s returned to Libya, 55 of which were damaged. On the other hand, of the 17 Medals of Honor awarded to US soldiers and airmen from Pearl Harbor in 1941 to D-Day in 1944, 5 were awarded to pilots of the Tidal Wave mission in recognition of their extraordinary performance. Although undoubtedly bold and heroic, the mission had questionable results. Initial assessments argued that the mission caused 40% of the refinery capacity at Ploesti to be lost but subsequent studies concluded that the damage was quickly repaired and that output had exceeded August levels within a month. This new study examines the raid in detail, exploring the reasons why its dubious success came at such a high price. Supported by maps, diagrams, and full-colour artwork including battlescenes and bird's-eye views, this is the full story of the audacious Ploesti raid of 1943.

In correcting this fallacy, Grant T. Harward shows that, of an estimated 300,000 Jews who perished in Romania and Romanian-occupied Ukraine, more than 64,000 were, in fact, killed by Romanian soldiers. Moreover, the Romanian Army conducted a brutal campaign in German-occupied Ukraine, resulting in the deaths of thousands of Soviet prisoners of war, partisans, and civilians. Investigating why Romanian soldiers fought and committed such atrocities, Harward argues that strong ideology—a cocktail of nationalism, religion, antisemitism, and anticommunism—undergirded their motivation. Romania's Holy War draws on official military records, wartime periodicals, soldiers' diaries and memoirs, subsequent war crimes investigations, and recent interviews with veterans to tell the full story. Harward integrates the Holocaust into the narrative of military operations to show that most soldiers fully supported the wartime dictator, General Ion Antonescu, and his regime's holy war against "Judeo-Bolshevism." The army perpetrated mass reprisals, targeting Jews in liberated Romanian territory; supported the deportation and concentration of Jews in camps or ghettos in Romanian-occupied Soviet territory; and played a key supporting role in SS efforts to exterminate Jews in German-occupied Soviet territory. Harward proves that Romania became Nazi Germany's most important ally in the war against the USSR because its soldiers were highly motivated, thus overturning much of what we thought we knew about this theater of war. Romania's Holy War provides the first complete history of why Romanian soldiers fought on the Eastern Front.
