Tanto desde la propia Organizacion como desde distintas organizaciones intergubernamentales, organizaciones no gubernamentales (ONGs) y a partir de diversas iniciativas de la sociedad civil, se han venido diagnosticando ciertas deficiencias que la aquejan, y se proponen a la vez determinadas reformas para superarlas. Pero los criterios para enfrentar las inadecuaciones senaladas no son uniformes, dependiendo del punto de vista del actor implicado. Asi, desde la sociedad civil en general y desde las ONGs en particular, se senala como prioritaria la problematica del deficit democratico que afecta a la ONU. Ahora bien, las propuestas tendientes a fortalecer la presencia de la sociedad civil son en lineas generales resistidas por los Estados y los funcionarios de la Organizacion. No obstante, las ONGs - a partir del status consultivo de que gozan en virtud de la Carta de San Francisco - han ido progresivamente ganando espacios a traves de vinculos oficiales y oficiosos, en tareas operacionales e incluso de formacion de politicas."

Book excerpt: In June 1990, Indigenous peoples shocked Ecuadorian elites with a powerful uprising that paralyzed the country for a week. Militants insisted that the government address Indigenous demands for land ownership, education, and economic development. This uprising was a milestone in the history of Ecuador’s social justice movements, and it inspired popular organizing efforts across Latin America. While the insurrection seemed to come out of nowhere, Marc Becker demonstrates that it emerged out of years of organizing and developing strategies to advance Indigenous rights. In this richly documented account, he chronicles a long history of Indigenous political activism in Ecuador, from the creation of the first local agricultural syndicates in the 1920s through the galvanizing protests of 1990. In so doing, he reveals the central role of women in Indigenous movements and the history of productive collaborations between rural Indigenous activists and urban leftist intellectuals. Becker explains how rural laborers and urban activists worked together in Ecuador, merging ethnic and class-based struggles for social justice. Socialists were often the first to defend Indigenous languages, cultures, and social organizations. They introduced rural activists to new tactics, including demonstrations and strikes. Drawing on leftist influences, Indigenous peoples became adept at reacting to immediate, local forms of exploitation while at the same time addressing broader underlying structural inequities. Through an examination of strike activity in the 1930s, the establishment of a national-level Ecuadorian Federation of Indians in 1944, and agitation for agrarian reform in the 1960s, Becker shows that the history of Indigenous mobilizations in Ecuador is longer and deeper than many contemporary observers have recognized.

The principal topic addressed here is the nature of experimental poetry in revolutionary social contexts. Book excerpt: In the poorest neighborhoods of Santiago, Chile, low-income residents known as pobladores have long lived at the margins—and have long advocated for the right to housing as part of la vida digna (a life with dignity). From 2011 to 2015, anthropologist Miguel Pérez conducted fieldwork among the pobladores of Santiago, where the urban dwellers and activists he met were part of an emerging social movement that demanded dignified living conditions, the right to remain in their neighborhoods of origin, and, more broadly, recognition as citizens entitled to basic rights. This ethnographic account raises questions about state policies that conceptualize housing as a commodity rather than a right, and how poor urban dwellers seek recognition and articulate political agency against the backdrop of neoliberal policies. By scrutinizing how Chilean pobladores constitute themselves as political subjects, this book reveals the mechanisms through which housing activists develop new imaginaries of citizenship in a country where the market has been the dominant force organizing social life for almost forty years. Pérez considers the limits and potentialities of urban movements, framed by poor people's involvement in subsidy-based programs, as well as the capacity of low-income residents to struggle against the commodification of rights by claiming the right to dignity: a demand based on a moral category that would ultimately become the driving force behind Chile's 2019 social uprising.
