There is a proposal for a new program of work income supplements for families with children that could be the centrepiece of the federal government's commitment to eliminating child poverty. The next chapter urges the federal, provincial and territorial governments to renegotiate the terms of the Canada Assistance Plan to ensure reasonable support for people in need, a range of social services, and an end to disincentives to work in the welfare system. The chapter on unemployment insurance looks at the two main approaches to reform outlined in the discussion paper and recommends that the federal government proceed cautiously. The following two chapters contain recommendations on economic and fiscal matters which are intimately tied to social security reform. It emphasizes the importance of creating good jobs as the key to the well-being of the millions of Canadian families and individuals who would gladly choose self-reliance to reliance on programs such as welfare and unemployment insurance. There are also proposals for coping the with cost of social security at a time when governments across the country are struggling for money and searching for ways to reduce their deficits.

The reports of that Colloque were published as Part I I of the Yearbook 1978-1980. Part I of the Yearbook 1980-1981 contains the reports presented in Peruggia. The reports are focussed on three items: The financing of social security (J.P. Launay, Jan B.M. Pierik, Jørn Henrik Petersen and Guy Perrin); The social benefits (Bernd Schulte and Sven Guldburg) and The organization of social security (A.J. Ogus, A. Berenstein and Jef van Langendonck) . The Yearbook contains also two national reports (M. Magrez and Asbj~rn Kjønstad), not available to be included in Yearbook I I 1978-1980. Finally the Yearbook contains a report from Guy Perrin on the social security problems of migrant workers and the synthesis report of Pasquale Sandulli. It's a pity that we could not include the report of Lucia Vitali, Le prestazini per inval idita nel sistema ital iano di sicurezza sociale: un anal isi economica, and the report of the Region of Umbria since there was no English or French translation available. The Institute once again wants to express its sincere gratitude to Pasquale Sandull i and his collegues for the adequate way in which they organized the conference.

The importance of the human, economic and social issues caused by the question of generations’ solidarities led the International Society of Family Law to choose this theme for its XVIth World Congress (Lyon, July 19-23rd 2011). More than 200 speakers from 50 countries studied these questions from the legal angle, but also philosophic, economic and anthropological. This work collects a part of these papers about two great issues: the child, as the center of family solidarities; and the support for elders by family. Phenomena such as increasing life expectancy, population urbanization, labor-market entry barriers, decline of traditional family patterns, mark in depth our contemporary world and involve old solidarity disappearance and new solidarity emergence, reshaping relations between generations while bringing up the problem of the fate of the most vulnerable: children, the sick, disabled, and especially elderly people. – What then is the role of families and communities in protecting these people? – What is the relationship between public and private solidarity? – What are the rights and freedoms of people placed by age, illness or disability in a dependence situation? These are the issues addressed by the authors of this book.

It is a document of advocacy/indictment and lobbying in favor of the development, protection and improvement of the social conditions of the elderly and persons with disabilities in Africa in terms of health, food, housing, environment, social protection, income maintenance, employment and education, given their increasing numbers in relative and absolute terms. The issue of socially vulnerable people is thus brought to the forefront of important, if not permanent, political-social and scientific concerns. It is the subject of recurrent investigations and reflections within the special mechanism of the African Union, the Working Group on Elderly Persons and Persons with Disabilities of the African Commission on Human and Peoples' Rights. The initial assignment is to build legal, psychological, socio-anthropological and political vehicles in order to initiate positive change and sustainable protection of VHPs, as well as customary protocols for their valorization in African cultures and traditions.

Most unfortunately Paul O'Higgins did not deliver the written text of his report and we regret that for that reason, we cannot include his report in this yearbook. The Conference, which got the hospitality of the Dutch Social Security Council in Zoetermeer, was very well organised and financed by the Dutch social security institutions and the Ministry of Social Affairs and Employment.
