The NDP was established as an independent effort to provide guidance to the Secretary of Defense and the Congress on matters pertaining to the long-term national security of the United States. This report reviews the motivations for creating the NDP, the NDP's relationship to the QDR, the NDP's administrative and logistical experience, and the substantive results the NDP published in its final report. We conclude by discussing in depth some of the lessons learned from the first NDP experience and distilling recommendations for the Congress, the administration, the Department of Defense (DoD), and future NDP management teams. The substantive recommendations of the NDP report were initially overshadowed by other events that dominated the news headlines in late 1997 and early 1998, most notably the crisis with Iraq. Nevertheless, the report was sufficiently pointed to generate considerable interest-and not a little controversy-within the defense and national security communities. Of particular interest was the report's focus on the need for the DoD to accelerate its reform efforts (the NDP called this a "transformation strategy") to better position itself to meet the numerous new and unpredictable challenges of the next 20 years.

The problem for defense planning that is beyond resolution is the scientifically certain fact that we have no data from the future about the future. Moreover, this will always be a fact. No matter the scholarly discipline and tradition to which a defense planner owes or feels most allegiance, he or she needs to recognize and attempt to understand fully a personal and institutional condition of awesome ignorance of detail about the future. Further study, more cunning analytical methodology, even more powerful computers-none of these can reveal with any certainty what the future will bring. Fortunately, this does not mean that we are ignorant about the future; but it does mean that defense planning is guesswork and can only be such. Understandably, both senior policymakers and soldiers tend to be reluctant, even to the point of appearing to be evasive, when legislators question the plausibility of the answers given in congressional hearings. After all, it can be troubling to the conscience of honest and competent people to be obliged to affirm the integrity of choices made in defense preparation for national security in years to come, when there is and can be no certain way to know that one is sufficiently correct.

None examine the structure of Offensive vice Defensive security in anything other than the domain of international security . This text has been written to fill this gap and to support a course in Offensive-Defensive Security, developed by Henley-Putnam University, which briefly reviews the history of the field of strategic security and its three component parts protection, intelligence, and counterterrorism as well as its two distinguishing characteristics: offensive tactics and operations combined with technological innovation. The course then moves to an in-depth assessment of related security areas that focus on defensive tactics and operations: homeland security, criminal justice, conflict and peace studies, and emergency management. While these fields may appear at first to be part of strategic security, this course and the associated text explores the critical differences and the fact that they are also critical elements of industrial, governmental, and military security. Emphasis will be placed at an introductory level both academic and professional distinctions and discuss the structures associated within these domains.
