Available in PDF, EPUB and Kindle. Book excerpt: In 1960, the California Master Plan for Higher Education set a goal of providing access to every Californian who could benefit from it. As a result of the commitment, California has developed one of the largest most successful public postsecondary education sectors in the nation. State fiscal constraints have combined with exploding population growth, however, to call the state's ability to sustain that goal into question. Several studies have looked at this issue, including two reviews by the State Legislature. This report examines the state's prospects for meeting the goal of the master plan in the context of its future demographic and fiscal environment. The research uses a dynamic simulation model to estimate the target level of education envisioned in the master plan and the levels likely to be attained under a range of scenarios. It finds that the state will not be able to meet nearly half of the target-level demand overall. The study also finds that the prospects of closing this gap through increased revenues, increased fees, and increased productivity are not feasible. It concludes that the state must take two actions: (1) it must reevaluate the access goals of the master plan and focus on ways to maximize the return on its education investment; and (2) the three public systems should focus their resources on restructuring the way in which they deliver the education product to maximize the ability of the state to serve as many citizens as possible.

Book excerpt: Former First Lady, Michelle Obama believes that every individual should have some type of postsecondary education or training beyond high school to achieve economic and personal success (Reach Higher Initiative, Better Make Room, 2019). Educational attainment (e.g., a high school diploma, college degree, or postsecondary training) provides career opportunities for advancement into leadership positions and benefits such as health insurance and retirement (Heckman, 2000). Additionally, an individual with a college degree can make over one million dollars more over a lifetime in salary than someone with a high school diploma (Carnevale, Cheah, & Hanson, 2015). Acquiring a college degree can lead to employment opportunities and is considered an asset in the U.S. economy (Washington, 2010). However, certain populations encounter barriers to attaining an education, particularly a postsecondary education, leading to a disparity in receiving the aforementioned benefits. Some of these populations include African American students, LGBTQ students, and students with disabilities. There is a dearth of information and research on providing guidance on implementation, research, and best practices in equity-based career development, college readiness, and successful postsecondary transitions for minoritized, at risk, or vulnerable populations. The editors of this volume invited authors with research and practice expertise around various student populations in preparing them for college and career readiness as well as postsecondary transitions. This book is the first of its kind to discuss career development and postsecondary transitions from an access and equity perspective. Further, this text serves as a call to action to ensure the United States’ most vulnerable populations has an opportunity to successfully transition into multiple postsecondary options after high school.

Book excerpt: The Tennessee Higher Education Commission (THEC) was charged by state statute with developing a statewide Master Plan for the future development of public universities, community colleges, and colleges of applied technology, with input from the Board of Regents and the University of Tennessee Board of Trustees. The overriding function of the Plan is to direct higher education to be accountable for increasing the educational attainment levels of Tennesseans, while also: addressing the state's economic development, workforce development, and research needs; ensuring increased degree production within the state's capacity to support higher education; and using institutional mission differentiation to realize statewide efficiencies through institutional collaboration and minimized redundancy in degree offerings, instructional locations, and competitive research. The Plan for 2015-2025 represents a departure from previous documents in that it adopts a longer view than the typical five-year planning horizon that has characterized prior efforts. Rather, this Plan proposes that the ten year period 2015-2025 will represent a "decade of decision" for Tennessee postsecondary education in that: (1) the year 2025 has been identified as the "due date" for accomplishment of Governor Haslam's Drive to 55 postsecondary attainment goal; (2) achieving that goal will require focus and persistence over an extended period; and (3) the goal and its attendant policy objectives are unlikely to change fundamentally over the next ten years. The organizing framework of the 2015-2025 Plan is that it: (1) makes the case for continued, focused pursuit of the Drive to 55, Tennessee's college completion policy agenda; (2) takes stock of important achievements to date since passage of the Complete College Tennessee Act (CCTA) of 2010; (3) calculates statewide and sector-specific degree and certificate production targets necessary for meeting the statewide goal; (4) recognizes three historically underserved student populations worthy of focused policy and programmatic attention throughout the coming decade; (5) identifies tools and strategies for serving these students; and (6) offers observations and recommendations intended to guide policymakers, system leaders, and campuses as they carry out their appropriate roles relative to Drive to 55 goal attainment. Although this Plan places certificate training and undergraduate education at the center of the state's college completion policy agenda for the decade 2015-2025, the state continues to acknowledge the critical need for academic programs of distinction at the graduate and professional level to fully address Tennessee's economic development, workforce, and research needs. Appendices include: (1) Historical Data Used for Award Projections; (2) Credential Production by Award Level: Historical Data and Projections; (3) Bachelor's Degree Production by Sector; (4) Associate's Degree Production by Sector; (5) Certificate Production by Sector; (6) Programs of the Office of P-16 Initiatives; and (7) Tennessee's Current and Developing Adult Initiatives.

At the national level, President Obama has set forth an ambitious agenda for American postsecondary education such that by 2020, the United States should once again have the largest concentration of citizens with a postsecondary degree. At the corporate level, ETS, as the world's largest educational research and testing organization, is ready to move beyond testing program-based research in higher education and has the capability to deal with some of the most thorny issues in higher education. By strategically expanding post-secondary research, ETS will establish itself as a pioneer and thought leader in the field of higher education. The first part of the research report identifies four key issues existing in American higher education: "enrollment and performance", "retention and degree attainment", "student learning and experience", and "learning outcomes and accountability". The second part of the research report develops an ETS research agenda with short-term and long-term plans to address these issues. The agenda specifies short-term and long-term research goals that are specific, attainable, and measurable. Research findings from the studies proposed in this agenda have a potential for advancing understanding of the current situation and future needs of American higher education and also contributing to enhanced student learning at postsecondary institutions. Book excerpt: In 2011, the Louisiana Board of Regents (BoR), through the development and implementation of the Master Plan, advanced its vision for the future of postsecondary education by adopting the following three broad goals: (1) Increase the educational attainment of the State's adult population to the Southern Regional Education Board (SREB) States' average by 2025; (2) Foster innovation through research in science and technology in Louisiana; and (3) Achieve greater efficiency and accountability in the postsecondary education system. The Plan outlines 17 objectives, over 70 activities, and more than 85 performance measures to achieve these goals. Through these goals, related activities and the measurable performance metrics, the Plan assures that its implementation will be monitored, evaluated, and reported throughout its duration. This is the fourth annual evaluation of the 2011 Master Plan. Subsequent annual evaluations will be forthcoming through 2025, culminating in a long-term analysis of the fifteen year implementation of the Plan. This review reports the following progress made towards the Master Plan's goals: (1) Progress toward Goal 1 is evident in the increased preparation of high school graduates, the increasing number of students who are participating in the Louisiana Transfer degree program, and increasing graduation rates at public postsecondary institutions. However, there are still measures that have shown little to no progress; (2) Goal 2 metrics have remained relatively stable, with several research metrics, particularly those related to campus research expenditures, showing significant growth over baseline reporting; and (3) Progress towards Goal 3 has occurred through the continued implementation and refinement of the performance-based funding formula, participation in Complete College American (CCA) reporting, the implementation of an annual academic program review process, and the continued assessment of the BoR co-requisite pilot program. In addition, during the last four years of Master Plan reporting, most institutions met their targeted GRAD Act goals, and were subsequently awarded increased tuition authority and retained their performance funding. The report ends with a summary and analysis of progress during the fourth year of implementation of the 2011 Master Plan's goals. [For the Third Annual Review, see ED562002.
