Our doctrine for planning establishes planning as an essential component of the broader field of command and control. The object of both is to recognize what needs to be done in any given situation and see to it that appropriate actions are taken. This publication should be read in conjunction with MCDP 6, Command and Control. The concepts described therein also generally apply to planning. The approach to planning presented herein applies across the full spectrum of military actions, ranging from humanitarian assistance on one extreme to war on the other. It applies also to planning for institutional activities such as acquisition, education, and manning. However, the focus here is on operation planning, especially at the tactical level. As used in this publication, the term "planner" refers not only to members of a designated planning staff but to any person involved in laying out actions in advance. This includes commanders. One of the themes of this publication is that planning is a fundamental responsibility of command. Commanders must be centrally involved in planning. This publication establishes the authority for the subsequent development of planning doctrine, education, training, procedures, and organization. It provides no specific techniques or procedures for planning; rather, it provides broad guidance, that requires judgment in application. Other publications in the planning series will address specific techniques and procedures for various planning activities.

Since that time, Marine Corps forces at all echelons of command have used the Marine Corps Planning Process (MCPP) to conduct the range of military operations. The use of design over the last decade suggests that design is more than conceptual planning which establishes aims, objectives, and intentions. A more critical role of design is to promote understanding of the current situation as a basis for broad solutions. While design establishes the nature of the problem, the inclusion of a design methodology in this revision aids commanders, staffs, and planners in determining the problem set and a framework for solving them. The publication's design methodology reflects a belief that sufficient complexity can exist at all levels of warfare and across the conflict continuum to include tactical situations that will require an understanding of the set of problems that hinder movement from the current state to the desired state of an operational environment. Among all critical factors bearing on military operations, time is defining. The MCPP helps Marines win the time fight through a promotion of intuitive understanding, commander's intent, and the use of task and purpose when operating inside an established paradigm. Another time aid is the center of gravity techniques used to determine which of the actions that address a problemset will be decisive. These visions of decisiveness inform the convergence of combat powerthrough main and supporting efforts and resource priorities. The publication focuses primarily on commanders with staffs; however, any Marine required to plan operations should know the planning process well enough to determine the problem, envision a desired state, and develop options for achieving that state. This publication supersedes MCWP 5-10, Marine Corps Planning Process, dated 24 August 2010. MCWP 5-10 implements North Atlantic Treaty Organization (NATO) Standardization Agreement (STANAG) 2014, NATO Formats for Orders and Designation of Timing, Locations, and Boundaries.

The principles contained within can be applied by any echelon-on a ship, in a strike group, or in a task force. The process can be applied by a commander facing a conventional threat such as another nation's navy or in a conflict dominated by asymmetric tactics and an unconventional adversary. Moreover, the principles contained within are applicable to a variety of other evolutions, some not necessarily operational in nature, in which a commander may be involved. Though this publication likely will find its greatest utility with a Navy component commander (NCC), Navy numbered fleet commander (NFC), or a joint force maritime component commander (JFMCC), it will refer to Navy organizations in general, regardless of level of command. Book excerpt: The Marine Corps Warfighting Publication 5-1(MCWP 5-1) was published in January 2000 and is the principle planning manual in the Marine Corps. However, the new process is directed at too high of a level to be the principle planning doctrine for the lower level units. Therefore, I have developed two appendices to the MCWP 5-1 to improve the document's relevance to the regimental and battalion level. The two appendices are: 'The Accelerated Marine Corps Planning Process (AMCPP) and Rehearsal Types, Techniques, and Considerations'. The AMCPP is a technique for scaling MCPP to operationally realistic time constraints. However, it is not just doing MCPP fast. The AMCPP hinges on the commander, with the advice of his staff, making a decision very early in the process, then improving the decision with the remainder of the process. The end result is a solid and flexible plan that can be executed rapidly. At the regimental and battalion level, rehearsals are the key to achieving an implicit understanding of the plan and improving the probability for success. However, this portion of the planning process is often squandered due to poor rehearsal technique, or failure to target the rehearsal to the appropriate audience. Therefore, this appendix offers several rehearsal techniques and planning considerations that if adopted will enhance the doctrinal instructions in this area.

Continuous learning is important to Marines because of the fundamental nature of war and its ever-changing character. The nature of war carries a combination of fear, uncertainty, ambiguity, chance, horror and, above all, friction that Marines must prepare to counter. Marines must seek out education andtraining opportunities that simulate these conditions. We must train how we fight. As Marines, we must understand how important learning is and be committed to the principles laid out in this publication. Our professional responsibility-as Marines- is to engage in continuous learning so that we may best support our fellow Marines, our Corps, and our Nation.
