The quantitative and qualitative approaches to poverty measurement and analysis have often been treated by practitioners as two distinct--even opposing--approaches. This paper highlights the key characteristics of the two approaches, examines the strengths and weaknesses of each, and analyzes the potential for combining the two approaches in analytical work on poverty. The main conclusion of this paper is that sole reliance on either the quantitative or the qualitative approach is often likely to be less desirable than combining the two.

Book excerpt: The rapid changes in the telecommunications industry are driven by the accelerating pace of technological innovation, and the ever more sophisticated communications of the global community. The Manitoba Telephone System is the crown corporation that provides telephone and other telecommunications services within the province of Manitoba. As a crown corporation, the Manitoba Telephone System is subjected to higher levels of political pressure than a 'private sector' company. The present climate in the province has placed rural service improvement quite high on the political priority list. Such rural service improvement programs typically have capital requirements of hundreds of millions of dollars, so program decisions are rather significant to the financial well-being of a telephone company. Of the possible areas for improvements to rural telephone service in Manitoba, customers have indicated that the highest priority is the conversion of multi-party to single-party service. There are a number of possible program options that could be employed to implement the conversion to single-party service. There are a number of possible program options that could be employed to implement the conversion to single-party service. Since planning decisions for such programs are based upon the analysis of complex interrelationships, among a large number of variables, advanced methods of analysis of strategic alternatives are needed. In order to investigate the impact of such policy alternatives upon the network planning of the Manitoba Telephone System, a descriptive model of relevant portions of the telephone system has been assembled using the methodology of Systems Dynamics. This model has been programmed in DYNAMO to allow computer simulation of the alternative policy directives.

Book excerpt: This study assesses the potential that telecommunications advances hold for rural America and is the outcome of the third in a series of policy research projects into issues relating telecommunications policy and economic development undertaken by research teams of faculty and students at the Lyndon Baines Johnson School of Public Affairs and College of Communication, University of Texas at Austin. All three projects have been concerned with telecommunications at two levels: the effects of telecommunications advances on our economy and society and the policy framework that has resulted from divestiture of AT&T. The first project studied state telecommunication policy and resulted in the publication of Telecommunications Policy and Economic Development: The New State Role (Praeger, 1989); the second, which dealt with cities and large telecommunications users, produced The New Urban Infrastructure: Cities and Telecommunications (Praeger, 1990). Telecommunications and rural development has been much more frequently researched in Third World countries than in advanced industrialized ones and this volume represents a significant contribution to the literature on the subject. The findings are divided into four general research areas. Following an introduction, Chapter Two looks at some fascinating telecommunications applications in American rural businesses from Wal-Mart, to traditional rural businesses like the lumber industry, to the opening of new businesses like telemarketing. Chapter Three assesses the use of telecommunication for delivery of public services from the U.S. Department of Agriculture to health care and distance education. Chapter Four asserts that many of the benefits of telecommunications for rural America will only be realized if the small independent or cooperative telephone companies remain healthy and progressive. The substantial contribution to community development, from community revitalization and regional cooperation to infrastructure upgrading, is the focus of Chapter Five. A final chapter offers conclusions. This is required reading for students, scholars, and practitioners in the fields of communications/telecommunications and government.
