They are an advisory document for use by developers, consultants, local and State government, and the community. Outlined in the guidelines are both the land use and environmental safety requirements for siting a potentially hazardous industry. They also contain the assessment studies which need to be carried out at various stages of the development process--from concept, through initial design and examination of environmental impact, to detailed design and operation. The environmental risk impact assessment procedures outlined in the guidelines include: A preliminary hazard analysis study to be undertaken at an early stage of a project and as part of the development application and environmental impact statement (EIS processes. The study should: identify all potential hazards analyse both their effects on people and the environment and their probability of occurrence quantify resultant risk levels to surrounding land uses and environment. An assessment of resultant risk levels on a cumulative basis should be undertaken at the development application stage to establish the suitability of the proposed location as well as the relevancy and adequacy of proposed safeguards. The preliminary hazard analysis and risk assessment study are essential studies to be undertaken in the assessment of a potentially hazardous development.
