Book excerpt: Faith-based or secular nonprofit organizations (FBSNOs) play an increasingly important role in disaster response and recovery. The purpose of this Master's Thesis project was to gain a better understanding of the issues affecting FBSNOs in disaster response and recovery process and find answers to two main questions: What is the current role of FBSNOs in disaster response and recovery? And how can their efforts be best supported? In the wake of a disaster, FBSNOs demonstrate compassion and flexibility, possess local knowledge, and fill the gaps in unmet needs, particularly in the area of social services. They have invaluable characteristics necessary both to mobilize an immediate and effective response and ensure long-term recovery. In recognition of the value of FBSNOs after disasters, FEMA included them when it established the National Disaster Recovery Framework, which focuses on "whole communities" and stresses the importance of involving all stakeholders in the recovery process to ensure the most effective and sustainable community recovery.

Book excerpt: In the devastation that follows a major disaster, there is a need for multiple sectors to unite and devote new resources to support the rebuilding of infrastructure, the provision of health and social services, the restoration of care delivery systems, and other critical recovery needs. In some cases, billions of dollars from public, private and charitable sources are invested to help communities recover. National rhetoric often characterizes these efforts as a "return to normal." But for many American communities, pre-disaster conditions are far from optimal. Large segments of the U.S. population suffer from preventable health problems, experience inequitable access to services, and rely on overburdened health systems. A return to pre-event conditions in such cases may be short-sighted given the high costs - both economic and social - of poor health. Instead, it is important to understand that the disaster recovery process offers a series of unique and valuable opportunities to improve on the status quo. Capitalizing on these opportunities can advance the long-term health, resilience, and sustainability of communities - thereby better preparing them for future challenges. Healthy, Resilient, and Sustainable Communities After Disasters identifies and recommends recovery practices and novel programs most likely to impact overall community public health and contribute to resiliency for future incidents. The role of congregations and FBOs has not been regarded as a significant part of disaster preparedness, response and recovery plans by public agencies, outside of the work done by some VOADs (Voluntary Organizations Active in Disaster). This report details the need for increased involvement of the faith community, a discussion of barriers that both public agencies and faith groups face as they attempt to work together, and the benefits of bringing public agencies and faith communities together to address important social needs, in particular for this report, to be strategic partners with emergency managers and public health emergency agencies in building and sustaining disaster resilient communities in California. This partnership must encompass all phases of the disaster lifecycle: mitigation education, preparedness training/planning, as well as short and long-term recovery. Intermediary organizations could also play a role in enhancing the ability of faith groups of all kinds to participate with public agencies.

Incentivizing the private sector to expend resources on community efforts remains challenging. Disasters in the United States since 9/11 (e.g., Hurricane Katrina in 2005) indicate that the nation has not yet been successful in making its communities resilient to disaster. Book excerpt: Natural disasters-including hurricanes, earthquakes, volcanic eruptions, and floods-caused more than 220,000 deaths worldwide in the first half of 2010 and wreaked havoc on homes, buildings, and the environment. To withstand and recover from natural and human-caused disasters, it is essential that citizens and communities work together to anticipate threats, limit their effects, and rapidly restore functionality after a crisis. Increasing evidence indicates that collaboration between the private and public sectors could improve the ability of a community to prepare for, respond to, and recover from disasters. Several previous National Research Council reports have identified specific examples of the private and public sectors working cooperatively to reduce the effects of a disaster by implementing building codes, retrofitting buildings, improving community education, or issuing extreme-weather warnings. State and federal governments have acknowledged the importance of collaboration between private and public organizations to develop planning for disaster preparedness and response. Despite growing ad hoc experience across the country, there is currently no comprehensive framework to guide private-public collaboration focused on disaster preparedness, response, and recovery. Building Community Disaster Resilience through Private-Public Collaboration assesses the current state of private-public sector collaboration dedicated to strengthening community resilience, identifies gaps in knowledge and practice, and recommends research that could be targeted for investment. Specifically, the book finds that local-level private-public collaboration is essential to the development of community resilience. Sustainable and effective resilience-focused private-public collaboration is dependent on several basic principles that increase communication among all sectors of the community, incorporate flexibility into collaborative networks, and encourage regular reassessment of collaborative missions, goals, and practices.

But, despite national progress, the plans and processes for their involvement are not well-defined. This report summarizes three interrelated conference sessions that RAND researchers convened during the Louisiana Association of Nonprofit Organizations annual conference in August 2010. The purpose of the three sessions was to generate a national policy agenda that summarizes the challenges to involving NGOs in disaster response and recovery and to identify potential policy and program recommendations to address these challenges, with a specific emphasis on two types of populations, which were most in need after recent disasters: displaced and returning individuals and individuals with mental health needs. Panelists and conference attendees were asked to identify recommendations that would assist NGO involvement in disaster response and recovery. Those recommendations were then summarized by RAND researchers and were categorized into five areas: defining and formalizing roles for NGOs, structure and integration of governmental and nongovernmental organizations in common plans, information sharing, service capacity, and resource allocation. Based on the conference discussion, this report also contains RAND recommendations for future research to inform implementation of the policy agenda.

During disasters, faith-based organizations play an integral role by providing extensive human, physical, and monetary resources to address the needs of the impacted community. By focusing on the interorganizational coordination of faith-based organizations which responded to 2018 Hurricane Florence in the community of New Bern, North Carolina, this qualitative inquiry provides detailed nuance on the coordination processes of the responding organizations. This dissertation builds on the existing literature by studying how barriers and facilitators of coordination, communication, planning, and the role of local emergency management impacts the coordination of faith-based organizations. Theoretically, it is informed by the work of Giddens' (1984) structuration theory. The application of this theory provided insights on how the theoretical components of domination, legitimation, signification, rationalization of actions, determinants, and spatial category influenced the coordination of faith-based organizations. Interviews and site observations conducted during a quick response field study were analyzed and also used to develop a semi-structured interview guide. Using that guide, additional interviews were conducted with representatives of the responding local, state, and national level faith-based organizations. Findings from this study contributed additional insights to the existing literature and provided evidence of the value in using structuration theory to study interorganizational coordination in post-disaster settings. Additionally, findings from this study also provided policy-related insights for emergency management practitioners on ways to change coordination practices to improve the inclusion of faith-based organizations in the formal disaster management system.
