This book adopts these dimensions to compare planning cultures of different European countries. This sheds light not only on the organizational or institutional structure of planning, but also the influence of deeper cultural values and layers on planning and implementation processes.

The book makes three main academic contributions. First, it catalogues some of the key changes in planning systems and the impact on spatial development patterns. Second, it examines the interrelationship between planning cultures and histories from a path-dependency perspective. Chapters from different parts of the European continent present evidence at different scales to illustrate these aspects. In all cases, the specific combinations of political, ideological, social, economic and technological factors are important determinants of urban and regional planning trajectories as well as spatial development patterns. However, the persuasion that social and economic processes could and should be regulated was by no means limited to them. Intense debates on these issues developed already during the First World War in Europe and became globalized during the World Economic crisis. During the Cold War, such discussions fuelled competition between two models of economic and social organisation but they also revealed the convergences and complementarities between them. This ambiguity, so often overlooked in histories of the Cold War, represents the central issue of the book organized around three axes. First, it highlights how know-how on planning circulated globally and were exchanged by looking at international platforms and organizations. The volume then closely examines specificities of planning ideas and projects in the Communist and Capitalist World. Finally, it explores East-West channels generated by exchanges around issues of planning which functioned irrespective of the Iron Curtain and were exported in developing countries. The volume thus contributes to two fields undergoing a process of profound reassessment: the history of modernisation and of the Cold War.

Cities in Crisis examines the political and administrative implications of austerity measures applied in southern European cities. These include cuts in local public spending and the processes of privatization of local public assets, as well as issues related to the re-scaling, recentralization or decentralization of competencies. Attention is paid to the rise of new ‘austerity regimes’, the question of their legitimacy and their spatial manifestations, and in particular to the social consequences of austerity.
