The contributors to this volume, which compiles the proceedings of the seventh conference sponsored by the Institute for the Comparative Study of Public Policy, examine the ways in which national, and supranational in the case of the European Community, industrial policies are implemented. It is thought that diversity within the country is the primary reason why the United States does not have a comprehensive national policy. There is a consensus among the authors that the U.S. economy is less subject or amenable to central government planning than the economies of Europe. In Europe, there is more interest in coordinating industrial policy throughout the European Community, but here too the failure to adopt a comprehensive policy reveals the enormous diversity and parochialism that conflict with supranational goals. The contributors conclude that while a centrally planned and implemented industrial policy may be desirable, we do not have the means to achieve it. Acknowledging the major industrial and trade problems facing the United States and Western Europe, the authors feel that it is not clear whether these problems can be resolved by government intervention.

Book excerpt: The book investigates the intellectual and political trajectory of the Belgian theorist Hendrik de Man (1885-1953) by examining the impact that his works and activism had on Western European social democracy between the two world wars. Based on multinational archival research, the book highlights how the idea of economic planning became part of a wider effort to address an ideological crisis within the socialist movement and revitalise the latter amidst the Great Depression. A heavily controversial figure also because of his subsequent involvement in Belgian wartime collaboration, de Man played a pivotal role in challenging traditional Marxist assumptions about the role of the state under capitalism and in promoting transnational exchanges between unorthodox social democrats across Europe. Starting from de Man’s experience in World War I, the book analyses his departure from Marxism, his elaboration of an alternative social democratic paradigm, his entry in Belgian politics as well as the reception of his thought in France and Britain.

It argues that the business of government was simply easier in the 1970s and that the growth of the modern state has meant an expansion of public policies, with the state widening in areas of societal activity. This book looks at the similarities and differences that exist among the countries of Western Europe. Whilst it is increasingly clear that most policy problems arise from areas of concern common to all Western democracies, for example, unemployment, inflation and crime, this book focuses on whether or not individual countries exhibit characteristic policy styles in response to them. In this volume, the country-studies consider the main characteristics of the individual policy processes in relation to a simple typology of political styles. Each author considers a series of central questions: the relationship between the government and other actors in the policy process; the degree to which policy-making has become sectorised and segmented; and the broad approach to problem solving in terms of anticipatory or reactive styles.

Cities in the International Marketplace looks at the political responses of ten cities in North America and Western Europe as they grappled with the forces of global restructuring during the past thirty years. H. V. Savitch and Paul Kantor conclude that cities do have choices in city building and that they behave strategically in the international marketplace. Rather than treating cities through case studies, this book undertakes rigorous systematic comparison. In doing so it provides an innovative theory that explains how city governments bargain in the capital investment process to assert their influence. The authors examine the role of economic conditions and intergovernmental politics as well as local democratic institutions and cultural values. They also show why cities vary in their approaches to urban development. They portray how cities are constrained by the dynamics of the global economy but are not its prisoners.
