Normally associated with the realities of a post-9/11 world, Crashing the Party shows how these developments were already being set in motion during the Republican National Convention (RNC) protests in 2000. It also documents how, in response, dissidents confronted new forms of political repression by pushing legal boundaries and establishing new models of collective resistance. Crashing the Party explains how the events of 2000 acted as a testing ground in which Philadelphia Police Commissioner John Timoney was able to develop repressive methods of policing that have been used extensively across the U.S. ever since. Passavant explores how the policing of protest in the United States has become increasingly hostile since the late 1990s, moving away from strategies that protect protesters toward militaristic practices designed to suppress protests. He identifies reactions to three interrelated crises that converged to institutionalize this new mode of policing: the political mobilization of marginalized social groups in the Civil Rights era that led to a perceived crisis of democracy, the urban fiscal crisis of the 1970s, and a crime crisis that was associated with protests and civil disobedience of the 1960s. As Passavant demonstrates, these reactions are all haunted by the figure of black insurrection, which continues to shape policing of protest and surveillance, notably in response to the Black Lives Matter movement. Ultimately, Passavant argues, this trend of violent policing strategies against protesters is evidence of the emergence of a post-democratic state in the United States.

Involving a set of heteronymous public and private organizations and bureaucraties, state "experts" and not state "security managers", proactive security strategies seek to imagine the future, to pre-empt, to act in advance, to anticipate possible catastrophic incidents by managing populations and spaces in order to set, to assure, with any cost, the ideal conditions. The aim of this volume is to highlight the complex set of legal provisions, surveillance and policing practices, discourses, bureaucratic procedures and spatial and architectural forms underpin the security governance of sport events and their effects in the contemporary era of widespread uncertainty.
