Book excerpt: The purpose of this critical action research study was to examine the perceptions of teachers and support staff regarding planning of an in-school suspension program, according to a framework suggested by Short and Noblit (1985), which includes academic, therapeutic, and punitive curricular components. Participatory research was used to plan the curriculum of an ISS. The qualitative design of this participatory study utilized interviews and focus groups. The design explored the perceptions of middle school teachers and support staff. Coding revealed that middle school teachers and support staff perceived these three components were important in planning an in-school suspension program. Middle school teachers and support staff perceived the therapeutic curricular component was related to one-on-one counseling. The academic curricular component was related to the advancement and remediation of student skills. Middle school teachers and support staff perceived the punitive curricular component was related to structure, rules, and regulations. Counseling was viewed as an important component to improve students' self image within the school community. Middle school teachers and support staff believed that students need to take responsibility for their behavior and that a punitive component could provide appropriate structure to the curriculum, however along with the combination of the academic and therapeutic components could provide for a well-rounded ISS. Future qualitative research could address students' input in an ISS program.

It consistently ranks as the first or second most serious educational problem in the eyes of the general public, and beginning teachers consistently rank it as their most pressing concern during their early teaching years. Management problems continue to be a major cause of teacher burnout and job dissatisfaction. Strangely, despite this enduring concern on the part of educators and the public, few researchers have chosen to focus on classroom management or to identify themselves with this critical field. The Handbook of Classroom Management has four primary goals: 1) to clarify the term classroom management; 2) to demonstrate to scholars and practitioners that there is a distinct body of knowledge that directly addresses teachers’ managerial tasks; 3) to bring together disparate lines of research and encourage conversations across different areas of inquiry; and 4) to promote a vigorous agenda for future research in this area. To this end, 47 chapters have been organized into 10 sections, each chapter written by a recognized expert in that area. Cutting across the sections and chapters are the following themes: *First, positive teacher-student relationships are seen as the very core of effective classroom management. *Second, classroom management is viewed as a social and moral curriculum. *Third, external reward and punishment strategies are not seen as optimal for promoting academic and social-emotional growth and self-regulated behavior. *Fourth, to create orderly, productive environments teachers must take into account student characteristics such as age, developmental level, race, ethnicity, cultural background, socioeconomic status, and ableness. Of course, the U.S. Constitution and federal laws leave the control of education largely to the states, and states have long provided support to school districts. In return for federal monies, however, NCLB requires states to provide such help under the statewide systems of support (SSOS) provision of the Act. The purposes of this Handbook are to survey the research related to statewide systems of support, to present the experience and insights of educational leaders in how such support can best be conducted, and to derive actionable principles for improving schools. It is intended for use not only by the staff of the U.S. Department of Education-sponsored Regional Centers that serve state department staff but also by the staff of school districts and schools. Also sponsored by the U.S. Department of Education, the Center on Innovation & Improvement (CII) previously developed the Handbook on Restructuring and Substantial School Improvement (Walberg, 2007) that became the basis of CII’s technical assistance to Regional Centers on this topic. CII made available for downloading Power Point presentations and web-based seminars (“webinars”) based on the previous Handbook. CII’s intended audiences widely employed the previous Handbook on Restructuring and Substantial School Improvement and auxiliary materials and found them useful in their technical assistance efforts to disseminate and encourage evidence-based ideas for restructuring and improving schools. With advice from the U.S. Department of Education, scholarly experts, and experienced educators in the Regional Centers, state departments of education, and school districts, the CII staff concluded that what it envisioned as the present Handbook would be similarly useful.
