Book excerpt: La problématique de la planification urbaine n'est pas un sujet neuf. Néanmoins son étude présente un intérêt de taille, plus particulièrement pour le Maroc. Car, c'est un phénomène qui, aujourd'hui, mobilise l'ensemble de la société marocaine. L'objet principal de la planification urbaine est, justement, de planifier l'usage du sol. Pour réussir, celle-ci est appelée à assurer l'équilibre, indispensable en cette matière, entre intérêt local et national. Cela fait acquérir à la matière une dimension plus politique. D'où la question de la nécessaire répartition de compétences entre l'Etat et les collectivités locales. Si le législateur a souhaité, par la charte de 1976, placer la décentralisation à l'échelon communal, la planification urbaine n'a jamais pu bénéficier de cette ouverture. Au contraire grâce à la technique de la planification urbaine, l'Etat a repris l'essentiel des pouvoirs qu'il a transféré aux collectivités locales. Le chevauchement, l'imbrication, les contradictions et l'incomplétude dans les définitions sont autant de facteurs qui, ordonnent la problématique d'ensemble et qui autorisent une réflexion profonde, dont l'objet soulève l'inquiétude. Le modèle autoritaire a trouvé dans l'urbanisme son terrain de prédilection.

Pour définir une politique urbaine nationale rénovée, cette Revue propose une feuille de route contenant des recommandations concrètes, structurées autour de quatre piliers visant à promouvoir un développement urbain compétitif, inclusif, durable et résilient, ainsi que cinq conditions clés de réussite de planification, coordination, évaluation, financement et capacités techniques et humaines, pour atteindre ces objectifs.

Castells estime que la politique urbaine se décompose en deux champs analytiques : la planification urbaine et les mouvements sociaux urbains. L'étude de la planification urbaine exige l'analyse de l'intervention de l'état dans toutes ses variantes, afin de réguler ou réprimer les contradictions qui surgissent au sein d'une formation sociale donnée. Conforme à la philosophie libérale, la fiscalité constitue l'une des variantes de l'intervention du politique en matière de politique urbaine. Dans le dessein de réguler ou réprimer, au profit de la classe posédant, certaines contradictions qui surgissent au niveau de l'urbain, la fiscalité immobilière marocaine a épaulé la politique urbaine de l'état, aussi bien sous le protectorat que durant l'indépendance. Dévié de sa fonction initiale (le rôle financier), l'impôt immobilier marocain n'assume convenablement ni sa sa fonction quantitative, ni qualitative. Bien au contraire, il a aggravé les tensions qui règnent sur la scène de l'urbain (crise de l'habitat, spéculation, thésaurisation). Aussi, face à l'echec de la politique urbaine de l'état et des moyens utilisés, il demeure nécessaire de prôner une stratégie globale et à long terme dans ce domaine. Réformée et adaptée, la fiscalité immobilière serait un instrument de financement de la nouvelle politique urbaine de l'état et des communes (études et prévisions urbaines, réserves foncières, équipements collectifs, habitat social).

Its subject, reflected in the title "Sciences and Empires", is not a currently-accepted sub-discipline of the history of science; rather, it refers to a set of questions which found autonomy only recently. Like many other cities in the developing world, Dar el Beida attracted many times more migrants than it had jobs to offer. Consequently, unemployment increased and slums sprang up across the city. These ominous developments, however, did not stop hundreds of thousands of new immigrants arriving over the last century. As such, social disaster became inevitable. The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.
