La connaissance que nous avons de ces problèmes et surtout de leurs solutions possibles reste très fragmentaire. Un puissant effort d'études et de recherches, ainsi que d'enseignement et de diffusion des informations disponibles, s'impose donc comme une urgente nécessité. C'est à ces préoccupations générales que répond la création par décret en date du 16 octobre 1957 d'un Institut de l' Université de Paris pour l'étude des problèmes du développement économique et social. Soucieux de ne pas se limiter à des études académiques théoriques, l'Institut conserve le contact le plus étroit avec les réalités concrètes, en assurant une active participation à ses travaux de représentants du secteur privé (industriel, commercial, financier, agricole), de fonctionnaires, nationaux, étrangers, ou internationaux. Les études et recherches de l'Institut ont un caractère largement interdisciplinaire et les problèmes étudiés sont explorés à l'aide des techniques des diverses sciences expérimentales, sociales et humaines, comme des techniques et sciences de l'ingénieur. La création et l'action de l'Institut sont fondées sur l'affirmation que le développement économique et le progrès social des pays pauvres constituent un objectif prioritaire s'imposant à l'attention vigilante des nations plus avancées, ceci dans l'intérêt réel d'une vraie collaboration internationale, se consacrant au service de l'homme, et écartant toute action de politique de puissance, nationale et égoïste. Un tel objectif est aujourd'hui, plus que jamais, à l'ordre du jour. Cette conception réaliste — au sens élevé du terme — d'une solidarité internationale peut s'accommoder de la diversité de régimes, d'institutions, d'idéologies qui caractérise la collectivité internationale contemporaine, enrichie sans cesse de nouveaux membres. L'Institut doit largement tenir compte de cette diversité ; il ne vise pas à établir une orthodoxie du développement; il étudie les expériences, décrit les circonstances de leur succès ou de leur échec; il constitue une sorte de clearing house étudiant et présentant les techniques alternatives disponibles, adaptables aux buts recherchés, ou à la politique définie dans chaque pays par les intéressés eux-mêmes. Il ne s'agit pas de proposer que soit étendue ou appliquée telle expérience poursuivie dans les pays développés, mais de comprendre et de mettre en évidence les besoins et aspirations des pays en voie de développement et d'y adapter les solutions envisagées. L'ASSOCIATION « TIERS MONDE » Cette Association a été fondée pour aider aux recherches sur les problèmes que pose le développement économique et social des pays sous-développés. Ces pays constituent le « Tiers Monde » de notre univers; des centaines de millions d'hommes, de femmes et d'enfants y vivent dans des conditions qui ne sont pas dignes de l'homme. L'Association « Tiers Monde » souhaite aider l'effort de recherche et d'enseignement déjà entrepris par l'Université de Paris qui a créé un Institut d'Étude du Développement économique et social; elle a l'espoir de rassembler toutes les bonnes volontés, nationales et internationales, en multipliant les contacts et les échanges de pensée entre Français métropolitains, citoyens de la Communauté, étrangers de tous les horizons géographiques, ressortissants de tous les pays du Tiers Monde sans distinction de nationalité, de race, de sexe ou de religion. L'Association « Tiers Monde », fondée par M. Henri Laugier, Président honoraire, est présidée par M. François Perroux. Son siège est à PARIS, 58, boulevard Arago (XIIIe) où toutes informations complémentaires peuvent être obtenues.
