Henry Meiggs, the hero in this novel is one of a type that has become familiar in American history: the man who wanted power and millions and was not much concerned about his means of getting them. While many Americans have gone abroad and played roles of significance in the life of other nations, few perhaps equaled Meiggs in the scope of his ideas or in the daring with which he strove to make them actualities. His place in the history of both Chile and Peru is one of considerable importance. The economic and political developments in those countries in the period 1855-1880, during most of which Meiggs was quite prominent in one or both, were of the first importance in their later history. The fact that the War of the Pacific, of greatest significance to both countries, was begun shortly after Meigg's death, cannot fail to suggest that his activities are worthy of some study.

It estimates that 508,000 people died violently - in both conflict and non-conflict settings - every year in 2007–12, down from 526,000 in 2004–09. This trend is visible in non-conflict settings, where the proportion of women and girls is also slightly reduced, from 17 to 16 per cent. Yet, the number of direct conflict deaths is on the rise: from 55,000 to 70,000 per year over the same periods. Firearms are used in close to half of all homicides committed and in almost one-third of direct conflict deaths. Nearly USD 2 trillion in global homicide-related economic losses could have been saved if the homicide rate in 2000–10 had been reduced to the lowest practically attainable levels - between 2 and 3 deaths per 100,000 population.

Though at first glance, it might seem as if the answer to the question “Can we live together?” is that we already do live together—watching the same television programs, buying the same clothes, and even using the same language to communicate from one country to another—the author argues that in important ways, we are farther than ever from belonging to the same society or the same culture. Our small societies are not gradually merging into one vast global society; instead, the simultaneously political, territorial, and cultural entities that we once called societies or countries are breaking up before our eyes in the wake of ethnic, political, and religious conflict. The result is that we live together only to the extent that we make the same gestures and use the same objects—we do not communicate with one another in a meaningful way or govern ourselves together. What power can now reconcile a transnational economy with the disturbing reality of introverted communities? The author argues against the idea that all we can do is agree on some social rules of mutual tolerance and respect for personal freedom, and forgo the attempt to forge deeper bonds. He argues instead that we can use a focus on the personal life-project—the construction of an active self or “subject”—ultimately to form meaningful social and political institutions. The book concludes by exploring how social institutions might be retooled to safeguard the development of the personal subject and communication between subjects, and by sketching out what these new social institutions might look like in terms of social relations, politics, and education.
