Book excerpt: Urban space is a commons: simultaneously a sphere of human cooperation and negotiation and its product. Understanding urban space as a commons means that the much sought-after productivity of the city precedes rather than results from strategies of the state and capital. This approach challenges assumptions of urbanization as capital-driven, an idea which resonates with a range of recent urban social movements, from the Arab Spring and the Occupy movement to the “Right to the City” alliance. However commons exist in a tense relationship with state and market, both of which continually seek to exploit and control them. Initiatives to create “commons” are welcomed and even facilitated by governments in order to (re-)valorize urban space and lessen the impacts of economic restructuring, while, at the same time, the creative and reproductive potential of the urban commons is undermined by continuing attempts to commodify them. This volume examines these topics theoretically and empirically through a wide spectrum of international case studies providing perspectives from a variety of cities as diverse as Berlin, Hyderabad and Seoul. A wider discussion of commons in current scientific and activist literature from housing, public space, to urban infrastructure, is explored through the lens of the urban condition.

Book excerpt: The book provides comparative information about the materialization of the 2030 Agenda in urban policy in ten countries located in Europe and Latin America. The Declaration of Quito is the starting point for the implementation of SDGs into public policies in urban areas. However, there are fewer efforts to understand the impact that the 2030 Agenda and, specifically, the instruments developed for its application in cities. The information of each country is presented in relation to two aspects: the construction of a public policy style in each country and the results and impacts on urban public policies implemented in specific cities within the national frameworks. The first means the emergence of a public policy framework and its materialization in public policy instruments. In this regard, the book raises the following questions: To what extent have the SDGs come to generate a common framework for cities in the countries? And how Urban SDGs are translated to national urban policies? The second, results and impacts at the local level, is related to two aspects: a) substantive: the goals of the policy and b) procedural: management aspects related to the policy design, governance, and institutional capacity building.

Book excerpt: Traditionally, the public sector has been responsible for the provision of all public goods necessary to support sustainable urban development, including public infrastructure such as roads, parks, social facilities, climate mitigation and adaptation, and affordable housing. With the shift in recent years towards public infrastructure being financed by private stakeholders, the demand for transparent guidance to ensure accountability for the responsibilities held by developers has risen. Within planning practice and urban development, the shift towards private financing of public infrastructure has translated into new tools being implemented to provide joint responsibility for upholding requirements. Developer obligations are contributions made by property developers and landowners towards public infrastructure in exchange for decisions on land-use regulations which increase the economic value of their land. This book presents insight into the design and practical results of these obligations in different countries and their effects on municipal financial health, demonstrating the increasing importance of efficient bargaining processes and the institutional design of developer obligations in modern urban planning.
