Book excerpt: A dissertação analisa a mobilização de capital social no processo de elaboração e implementação do Planejamento Estratégico Participativo (PEP), realizado pelo MovimentoPró-Criança. A abordagem de capital social utilizada foi baseada principalmente na obra de Uphoff (2000), que o define como um recurso utilizado por atores sociais voltados para melhorar a eficiência e o desempenho institucional, buscando o alcance do bem-estar coletivo. O método de pesquisa adotado foi o qualitativo, sendo a técnica escolhida a do estudo de caso, contando-se com a realização de entrevistas, observação-participante e análise documental. O estudo teve caráter descritivo-explicativo feito, com base na atuação de um grupo de discussão, formado por atores sociais da instituição, que coletivamente se originou de um grupo focal inicialmente constituído, cuja dinâmica participativa integrou todas as etapas do trabalho. Como resultado viu-se que o PEP provocou um comportamentocooperativo e pragmático por parte desse grupo de discussão, nele aflorando capacidades inovadoras, empreendedoras e gerenciais. Promoveu também maior articulação e fortaleceusuas relações interpessoais. Contribuiu para institucionalizar algumas práticas propícias à geração de capital social. Com o PEP, deu-se a socialização das informações, disseminandouma visão mais sistêmica da instituição e dos seus procedimentos, sem descuidar das chamadas redes sociais e da melhoria do fluxo de comunicação. No PEP, reconheceu-se os atores do grupo de discussão como agentes mobilizadores de capital social, capazes de estabelecer e definir novas diretrizes que beneficiaram o Pró-Criança, mesmo que à luz deinteresses diferentes.
