Book excerpt: En primer lugar se presenta la definición del problema de investigación en donde se esbozan los principales aspectos relacionados con la necesidad de revisar el EOT del municipio. En segundo lugar se exponen en la justificación las razones por las cuales se realiza el actual trabajo, desde diferentes puntos de vista se evidencia la importancia de la elaboración del mismo. En tercer lugar se tienen en el marco integrado todos los componentes normativos y teóricos que se requieren para el afianzamiento de una propuesta conceptual que sirva de base para abordar el presente proyecto. En cuarto lugar se tiene un diseño metodológico que se construyó a partir de diversas técnicas e instrumentos de diferentes modelos, se presentan tres momentos principales en el documento desde el punto de vista metodológico; primero una caracterización del contexto ambiental del municipio de Santuario, segundo se realiza un análisis del estado actual del EOT, y por ultimo se plantean las estrategias, ajuste y mejoramiento continuo de la gestión ambiental del EOT. En quinto lugar se exponen los resultados obtenidos para el logro de los objetivos del proyecto: caracterización del contexto ambiental actual del municipio en donde se encuentra una batería de indicadores que contiene la información básica para el reconocimiento del contexto ambiental actual; en segunda instancia se presenta el análisis del estado actual del EOT de Santuario desde la perspectiva ambiental, allí se tiene la evaluación de las acciones propuestas en el EOT, la evaluación de los Determinantes Ambientales, la evaluación de la cartografía existente en el municipio y una evaluación ambiental del EOT. Por ultimo se da el planteamiento de una propuesta estratégica para el ajuste, ejecución y mejoramiento de la gestión ambiental del EOT mediante los perfiles de “capacidad interna del EOT” y de “Oportunidades y Amenazas del Medio del EOT”; y finalmente, se expone una propuesta estratégica para ........................

Book excerpt: En la actualidad el municipio de Pereira, Risaralda, Colombia, se encuentra evidenciando procesos territoriales de carácter comercial y turístico que hacen de la ciudad un sector atractivo para el desempeño de estas actividades. Uno de estos procesos, es el que se encuentra en el occidente del casco urbano de Pereira, el Plan Parcial de Expansión Urbana para el Macroproyecto Parque Temático de Flora y Fauna, adoptado por medio del decreto 874 de 2003 y posteriormente modificado por el decreto 085 de 2011, y el cual ha contado con el apoyo de niveles territoriales como el nacional, departamental y por supuesto el municipal, a excepción de la local, específicamente de las comunidades que habitan estos territorios, las veredas de Galicia Baja y Esperanza Galicia. El sector de Esperanza Galicia se caracteriza por su construcción histórica, su dinámica, su población y su ubicación, este último por localizarse en medio del área destinada al Bioparque, lo que ha obligado a las autoridades municipales a incluirlos en la planeación y desarrollo municipal, en el que la gestión del riesgo de desastre es una elemento esencial para construcción de ciudad, en el que el sector de Esperanza Galicia hace parte. Por tal motivo se plantea la formulación de un Plan Barrial de Gestión de Riesgo de Desastre para el Mejoramiento Integral del sector en el marco del Plan Parcial. Es así que la realización de un diagnóstico de las vulnerabilidades ambientales del sector de Esperanza Galicia, permite conocer su realidad histórica y actual, al igual que identificar sus problemas y problemática ambiental, construida bajo el modelo de presión y liberación, permitiendo identificar no solo esto, sino también las amenazas y vulnerabilidades del territorio y la población. Posterior a esto, está la evaluación, la cual establece puntos relevantes en el planteamiento de las acciones frente a los escenarios de riesgo identificados por parte de la institución competente. Book excerpt: La carencia de una herramienta que permita establecer de manera ordenada y sistemática los riesgos administrativos que alteran el logro de los objetivos ambientales para los municipios de Risaralda, constituye un factor que coadyuva a la inobservancia de sus responsabilidades, dada la imposibilidad de formular estrategias encaminadas a contrarrestar su materialización. El objetivo del presente estudio se centra en valorar los riesgos que afectan el desempeño ambiental local con le objeto de diseñar un mapa de riesgos administrativos encaminado a proponer estrategias que mitiguen su impacto. Aplicada la metodología, los minicipios con mayor nivel de riesgo en su gestión fueron La Celia, Guática y Marsella, con registros promedios de eficacia del 62,96%, 62,98% y 63,38%, respectivamente. Así mismo, los centros de sacrificio local, las plazas de mercado, las oficinas de control interno, las personerías y las ESP, presentaron, dentro de las administraciones, los mayores niveles de inobservancia en el desempeño ambiental. Se describieron 22 grandes riesgos que impiden que los municipios logren de manera efectiva su misión ambiental, de los cuales 6 poseen una probabilidad de ocurrencia alta; 15 una probabilidad media, y sólo uno una probabidad baja. Por su parte, frente a sus impactos potenciales, 18 ostentan un nivel alto y 4 un nivel de impacto medio. El mayor nivel de riesgo se dio para el desconocimiento de los programas e instrumentos de politíca ambiental, la ausencia de volutad política para adoptar planes y programas ambientales, el desconocimiento técnico en áreas estratégicas y la baja ejecución del plan de ordenamiento territorial. Por su parte, las competencias con menor nivel de eficacia fueron las relativas al ordenamiento ambiental, la descontaminación hídrica, la disposición técnica de residuos y la observación de normas en la prestación de los servicios públicos. Acts of organized violence are not necessarily of human nature, but they are endogenous events arising within the an intrinsic part evolution of complex systems of social interaction. To be sure, all wars have features in common - people are killed and property is destroyed - but in their origin wars are likely to be at least as different as the social structures from which they arise. Consequently, it is unlikely that there can be a simple theory of the causes of war or the maintenance of peace. The fact that wars are historical events need not discourage us. On the contrary, we should focus our understanding of the dimensions of each conflict, or classes of conflict, on the conjuncture of causes at hand. It follows that the study of conflict must be an interdisciplinary one. It is or a penchant for eclecticism that leads to that conclusion, but the not humility multi-dimensionality of war itself.

It also reports on how, when teaching and learning culture, teachers’ professional identity and the informal teaching and learning environment impact the teaching and learning of culture in different educational settings from primary school to university. A central theme in the book is the power of context. The studies illustrate in multiple ways, and from different angles, that “culture is not taught in a vacuum or learned in isolation”, but may be influenced by many factors both inside and outside the classroom; at the same time, culture also influences the context of the learning. The context may be “invisible” and hide itself as tacit knowledge or embedded values, or it may be very visible and present itself as a fixed curriculum or an established tradition. No matter what forms and shapes the context takes, the studies in this book strongly indicate that it is essential to be aware of the power of context in teaching and learning culture in order to understand it and negotiate it. This book suggests that teachers should not try to limit or avoid contextual influences, but instead, should explore how the context may be integrated into and used constructively in the teaching and learning of culture. This immersion can be either bilingual or monolingual, aimed at early second language learning, or at language maintenance – offering minority language children mother-tongue support and enrichment. This book examines some of the key issues and policy concerns relating to immersion education in the early years. The term itself can be difficult in some political contexts, as can the differing outcomes noted by studies comparing monolingual programmes, and bilingual programmes for minority language children. The importance of training in immersion methodology for educators is discussed, as is the need to adapt preschool pedagogical practices to the immersion context, in order to provide optimal input for young language learners. One of the most pressing discussions surrounds differentiated provision – ensuring that the varying needs of children with language impairment, typical second language learners, and mother-tongue speakers with significant socioeconomic or linguistic disadvantages are all met. Overall, the book explores the challenges currently facing the sector, particularly with regard to training and professional development for practitioners, and the provision of appropriate materials in less widely used languages. Given the documented benefit of high quality immersion pre-schooling, this book fulfils an urgent need to increase the recognition of the sector.
