Niger’s medium-term prospects are closely linked to returns on major projects in oil and mineral extraction that are under way. Two of the end-2015 PC for the eighth ECF review were missed (on domestic financing and domestic arrears repayment), as were several indicative targets. The IMF staff supports the authorities’ request for waivers for the unmet PC on domestic financing and domestic arrears repayments at end-December 2015.

Book excerpt: The evidence on the impact of trade liberalization on gender inequalities is not fully established yet, nor is the impact of gender inequalities on trade policy outcomes. Sociocultural norms, legal barriers, and socioeconomic disadvantages are the main gender-based discrimination that affect the distribution of trade benefits between men and women. This study applied to Niger assesses the distributional effects of trade reforms between men and women and sheds light on the impact of gender-based barriers on the outcome of trade reforms. The Common External Tariff (CET) of the Economic Community of West African States has guided Niger’s trade policy since its implementation in 2015. Thus, the study essentially assesses the impact of the CET reform on gender inequalities in Niger. Focusing on employment levels and earnings, the study finds an increased gender gap under the CET implementation, although the custom union reform leads to positive outcomes for both men and women compared to the baseline. Moreover, gender inequalities result in misallocation of resources in the economy and lead to a loss in economic opportunity for Niger. Thus, closing the gender gap in access to productive resources is likely to generate positive outcomes for Niger.

Book excerpt: This paper explores the state of gender equality and education attainment of girls in Niger. It also estimates the macroeconomic gains from reducing gaps in education between boys and girls using a micro-founded general equilibrium model. The analysis shows that Niger has made some progress toward higher educational attainment for girls, but the country still lags far behind other sub-Saharan African countries. The results from the general equilibrium model suggest that closing the gender gaps in education would boost female labor participation, increase income earned by women and improve fiscal outcomes. More importantly, closing the gender gap in years of schooling in each income percentile would boost long-term GDP by 11 percent. These significant economic gains from investing in girls’ education will contribute to the achievements of the strategic goals defined under the Programme de Développement Economique et Social (PDES) 2022-26.
