Book excerpt: Las interacciones entre la mitigación y la adaptación al cambio climático son particularmente evidentes en la agricultura, la forestería y otras actividades basadas en el uso de la tierra. Los proyectos de adaptación pueden afectar los ecosistemas y su capacidad de capturar y almacenar carbono, en tanto que los proyectos de mitigación pueden mejorar la capacidad de adaptación o aumentar la vulnerabilidad de las personas. Estas interacciones deben tomarse en cuenta en el diseño de políticas y estrategias. La discusión sobre la integración de las políticas de mitigación y de adaptación al cambio climático debe centrarse en dos temas: (1) integrar la adaptación y la mitigación en las políticas sobre cambio climático con el fin de considerar objetivos múltiples, evaluar los tradeoffs y buscar resultados que se apoyen mutuamente; y (2) integrar la adaptación y la mitigación de manera conjunta en las políticas de los sectores, como la agricultura o la forestería, con el fin de equilibrar los tradeoffs y maximizar los cobeneficios entre el cambio climático y otros objetivos. Las estrategias y los planes nacionales relacionados con el cambio climático en el Perú, así como las principales políticas de uso de de la tierra, abarcan tanto objetivos de adaptación como de mitigación. En la nueva Estrategia Nacional de Cambio Climático y en el borrador de la Estrategia Nacional de Bosques y Cambio Climático se han desarrollado marcos para la implementación integrada de la adaptación y la mitigación. Aunque la mayoría de las otras estrategias y planes de acción no mencionan la implementación conjunta de la adaptación y la mitigación, sí destacan la provisión de servicios ecosistémicos. Y la mejora de los servicios ecosistémicos puede a la larga ser beneficioso tanto para la adaptación como para la mitigación y para otras prioridades nacionales. Lo que se necesita es un fuerte énfasis en la generación y gestión de la información y el conocimiento, y una evaluación de los impactos actuales y potenciales de las políticas nacionales y subnacionales sobre los servicios ecosistémicos a diferentes escalas. También es fundamental establecer mecanismos para el monitoreo y la evaluación de la implementación de las políticas, la participación de los interesados y el manejo adaptativo.

Book excerpt: En el acuerdo de París (2015) de la Conferencia de las Partes de Cambio Climático, los países se comprometieron a disminuir sus emisiones de gases de efecto invernadero para que la temperatura del planeta no suba más de los 2 °C, para mediados de este siglo. Dicho compromiso implicará estilos y modos de vida diferentes a los que actualmente conocemos. La escala espacial en la que actúa el cambio climático es planetaria, regional y local. En este escenario, será necesario incluir estrategias de adaptación más acordes con la realidad de las localidades, esto bajo mecanismos que permitan incorporar su conocimiento local en la adaptación. Es precisamente en la esfera regional y local en donde se hace más necesario el conocimiento del entorno geográfico. En este libro se plasman algunos resultados de la investigación en el campo de la climatología aplicada, la adaptación en las áreas naturales protegidas, los cambios estacionales de la vegetación asociados con la variabilidad climática, y el corrimiento altitudinal de la línea arbórea de algunas especies en el volcán Popocatépetl. Se presenta el monitoreo fenológico comunitario y la ciencia ciudadana como una modalidad para crear conciencia del efecto del clima en los bosques y cultivos del país. Del mismo modo, se presenta una revisión de las herramientas de la adaptación, basada en ecosistemas, para la confección de medidas adaptativas en los planes y programas en la escala estatal, local y federal; pasando por la legislación mexicana referente al cambio climático. Book excerpt: Chile has a native forest that constitutes 18 percent of its continental surface area and over 60 million hectares of protected areas. The country is considered a global hotspot of conservation priority due to its endemism and a high degree of habitat loss. The loss of ecosystems could increase if economic development does not progressively adopt sustainability standards that create less of an impact on biodiversity. From August 2015 to May 2020, FAO implemented the project in order "to develop and implement an integrated monitoring and assessment system on carbon stocks and biodiversity in forest ecosystems (SIMEF) supporting the National Greenhouse Gases Inventory (INGEI) and the design of policies, regulations and SFM practices incorporating the REDD+ Programme and biodiversity conservation in forest ecosystems". The project established sound foundations that improve the monitoring of the conditions of forest ecosystems and, consequently, more robust information is generated and with greater frequency. It is worth highlighting the creation of an interinstitutional structure that will support the continuity of the SIMEF and the creation of a digital platform with five tools. The SIMEF is, at present, a regular programme of the Chilean State with a governance system and with a permanent annual budget. Given this, the sustainability of the achievements made in the project can be maintained and strengthened. However, a low level of appropriation of the system at local level was identified, which could affect its sustainability.
