For a growing proportion of the nation's students--many of whom are racial and ethnic minorities, from low-income families, or the first in their families to enroll in higher education--the answer encompasses far more than affordable tuition and decent grades. As access to higher education has expanded to embrace these historically underrepresented groups, the formula for student success is increasingly understood to include a mix of programs and incentives tailored to their needs. Legislators are taking notice. Their primary policy objective in financing higher education was once to increase student enrollments. As their focus shifts beyond enrollment to attainment levels and gaps among underrepresented populations, states are developing outcomes-based funding models, which recognize that underrepresented students may require additional academic, financial, and social support to achieve success, and which allocate funding to institutions as a way to further promote a culture of student progression and success. As participation rates in higher education have increased across social and economic groups and non-traditional students have become the norm, the hurdles to success have multiplied for the students themselves and for the institutions that serve them. Outcomes-based funding is a relatively new approach to higher education financing based on the idea that colleges and universities should be supported to do more to foster student success. As public funding has become more constrained and attainment rates have fallen, the question of whether higher education is providing appropriate returns on public investment has become increasingly urgent. As more and more students fail to make timely progress toward a degree, drop out altogether, or do not succeed in finding jobs that leverage their degrees, attention has focused on tools policymakers can use to encourage those outcomes. Outcomes-based funding models are increasingly seen as an effective way to foster the efforts of colleges and universities to assist students once they are enrolled and to help them progress toward graduation. Such funding allocation models have been embraced by a growing number of states, with varied levels of investment and design. In contrast with a traditional funding model based on enrollments, or even a model that allocates a portion of funding based on key performance indicators, outcomes-based funding is a comprehensive model in which all or a substantial part of an institution's funding allocation is oriented toward achieving the state's desired outcome. Experts agree that while it's too early to assess the effectiveness of the state's outcomes-based funding model at increasing attainment, the changes it has ushered in have led to meaningful achievements.

Book excerpt: With increasingly widespread calls to raise educational attainment levels without substantially growing public investment in higher education, policymakers and others have devoted growing attention to the role of financial aid programs in providing access to, promoting affordability for, and incentivizing success in college. Given relative levels of investment, most of that focus has been on federal financial aid programs. But for students enrolled in higher education, the vast majority of whom attend public institutions, the impact of federal aid policies is filtered through finance policies enacted at the state level. The wide differences in financing strategies among states mean that states ultimately determine to a great extent how college opportunities are distributed, costs are affordable, and students are successful. This concept paper takes a closer look at state financial aid programs and how they are uniquely well-positioned to address many of the financial challenges in college access, success, and affordability that stand in the way of achieving educational attainment goals. It advances a framework for the distribution of aid that is efficient with scarce public funds, encourages students to make progress and succeed, promotes institutional behaviors that are aligned with public needs and expectations, and integrates state policies with federal and institutional policies and practices. Informed by a set of guiding principles, the paper makes the following policy proposals: (1) States can adopt a Shared Responsibility Model (SRM) as the framework for determining the eligibility for a state grant, as well as the amount of the grant; (2) States can encourage well-designed, state-supported programs to assist students in meeting their student contribution; (3) States can embed demand-side incentives that promote student success; (4) States can embed supply-side incentives that ensure that institutions share in both the risk and rewards of student success; (5) States can leverage grant aid programs to encourage institutional aid expenditures that are aligned with state goals for student success, affordability, transparency, and predictability; (6) The federal government can recommit to its historic partnership with states in promoting well designed grant programs through a contemporary LEAP program; (7) States can ensure that their grant programs include an expectation that standards of academic quality are maintained; and (8) States can require that their financial aid programs are systematically evaluated.

Book excerpt: Although "access" to higher education has increased substantially over the past forty years, student "success" in college--as measured by persistence and degree attainment--has not improved at all. Thomas Brock reviews systematic research findings on the effectiveness of various interventions designed to help at-risk students remain in college. Brock shows how changes in federal policy and public attitudes since the mid-1960s have opened up higher education to women, minorities, and nontraditional students and also shifted the "center of gravity" in higher education away from traditional four-year colleges toward nonselective community colleges. Students at two-year colleges, however, are far less likely than those at four-year institutions to complete a degree. Brock argues that the nation's higher education system must do much more to promote student success. Three areas, he says, are particularly ripe for reform: remedial education, student support services, and financial aid. In each of these three areas, Brock reviews programs and interventions that community colleges have undertaken in order to raise completion rates. Some colleges have, for example, experimented with remedial programs that build social cohesion between students and faculty and integrate content across courses. Other colleges have tested student support service programs that offer counseling and advising that are regular, intensive, and personalized. Still others have experimented with ways to simplify the financial aid application process and incentivize students to earn good grades and persist in school. Research shows that such programs and interventions can improve student outcomes, but Brock argues that more must be done to bring proven practices to scale and to test new ideas that might lead to better results. Institutions that most need help are those that provide the greatest access to nontraditional and underprepared students in community colleges and less selective universities.
