To correctly appreciate these changes, an in-depth understanding of Chinese military modernization is essential. This book is an effort in this direction and attempts to find some answers to the questions posed. The trends of modernization of the four services of the PLA have been analyzed and a capability suggested that the PLA is likely to have by 2025.

This book challenges the existing presumption that nationalism causes war and systematically investigates how popular nationalism affects a country's decision to launch military aggression. In doing so, the book makes a provocative and novel claim that popular nationalism has both a conflict-inducing and a restraining effect and identifies the conditions under which popular nationalism triggers interstate violence. Specifically, the book asserts that popular nationalism leads to war only when leaders who confront popular nationalism are very confident about their chance of achieving complete victory in conflict or they are politically vulnerable. In the absence of these two conditions, popular nationalism has a restraining effect, pushing leaders toward seeking the status quo and avoiding the use of force. The book first demonstrates the restraining effect of popular nationalism through a survey experiment conducted in China and an in-depth case study on the territorial dispute between China and Japan in the East China Sea. It then offers a comprehensive historical and contemporary analysis of when popular nationalism's restraining effect turns into a conflict-inducing one through case studies on the War of 1812 and the Falklands War. This study addresses such questions as: What are China's most fundamental national security objectives? How has the Chinese state employed force and diplomacy in the pursuit of these objectives over the centuries? What security strategy does China pursue today and how will it evolve in the future? The study asserts that Chinese history, the behavior of earlier rising powers, and the basic structure and logic of international power relations all suggest that, although a strong China will likely become more assertive globally, this possibility is unlikely to emerge before 2015-2020 at the earliest. To handle this situation, the study argues that the United States should adopt a policy of realistic engagement with China that combines efforts to pursue cooperation whenever possible; to prevent, if necessary, the acquisition by China of capabilities that would threaten America's core national security interests; and to remain prepared to cope with the consequences of a more assertive China.

Book excerpt: To help the U.S. Air Force assess the resources the government of the People's Republic of China is likely to spend on its military over the next two decades, this study projects future growth in Chinese government expenditures as a whole and the military in particular, evaluates the current and likely future capabilities of China's defense industries, and compares likely future Chinese expenditures on defense with recent expenditures by the United States and the U.S. Air Force. Although economic growth in China is destined to slow, output will still triple by 2025. In addition, government reforms hold the promise of improving the weak performance of China's defense industries. Although the researchers' high-end forecast of military expenditures is based on the assumption that the Chinese government would be able to spend 5.0 percent of GDP on defense, they believe that pressures within China to increase social spending on health care, pensions, education, and the environment, coupled with the costs of paying the Chinese government's liabilities, make it more likely that military spending will not rise above 2.3 percent of GDP. Using a combination of projected market and purchasing power parity exchange rates, the authors forecast that Chinese military spending is likely to rise from an estimated $69 billion in 2003 to $185 billion by 2025-approximately 61 percent of what the Department of Defense spent in 2003.

While these two types of vessels have not increased in numbers, their capabilities have increased exponentially. This publication examines the People's Liberation Army's (PLA's) doctrine and training strategy in order to analyze present and predict future missions by these military vessels. China's deterrence posture is improved greatly by these ships and boats, which aid coastal water defense, and threaten Taiwanese attempts to gain independence. In addition, these two fleets improve China's long-range sealift capabilities, and help with the PLA's traditional, and new, nontraditional security practices. These fleets allow the PLAN to continue offshore operations, and begin "blue-water", or "far-seas" operations, helping the United States to predict the future nature of Chinese maritime missions.
