Were the founding fathers of the party nurtured in the chapels of Nonconformity and shaped by their emphases on liberty, conscience and the value of every human being in the eyes of God? How did the Free Churches, traditionally allied to the Liberal Party, react to the growing importance of the Labour Party between the wars? This book addresses these questions at a range of levels: including organisation; rhetoric; policies and ideals; and electoral politics. It is shown that the distinctive religious setting in which Labour emerged indeed helps to explain the differences between it and more Marxist counterparts on the Continent, and that this setting continued to influence Labour approaches towards welfare, nationalisation and industrial relations between the wars. In the process Labour also adopted some of the righteousness of tone of the Free Churches. This setting was, however, changing. Dropping their traditional suspicion of the State, Nonconformists instead increasingly invested it with religious values, helping to turn it through its growing welfare functions into the provider of practical Christianity. This nationalisation of religion continues to shape British attitudes to the welfare state as well as imposing narrowly utilitarian and material tests of relevance upon the churches and other social institutions. The elevation of the State was not, however, intended as an end in itself. What mattered were the social and individual outcomes. Socialism, for those Free Churchmen and women who helped to shape Labour in the early twentieth century, was about improving society as much as systems.

In 1860 the Diocese of Durham launched a new mission to bring Christianity - and specifically Anglicanism - to the teeming population of the Durham coalfield. Over the preceding fifty years the Church of England had become increasingly marginalised as the coalfield population soared. Parish churches that had been built to serve a scattered, rural medieval population were no longer sufficiently close - or relevant - to the new industrial townships that werebeing constructed around the coalmines. The post-1860 mission was a belated attempt to reach out to the new coalfield population, and to rescue them from the forces of Methodism, labour militancy and irreligion. It was posited onthe need to build new churches, to delineate new parishes and to recruit a new type of clergyman: working-class and down-to-earth in origin and outlook, and somebody who could make an empathetic connection with his new parishioners. This book is a detailed exploration of the way in which the Church of England in Durham handled its mission. It follows the Church's relationship with the coalfield, which ranged from an early-nineteenth-century aloofness to an early-twentieth-century identification which many church leaders considered had gone too far, and in so doing reveals how the Durham experience relates to national attempts to maintain Anglicanism's relevance and presence in an increasingly secular and sceptical society. Arguing that the evolution of most Western European nations into liberal democracies, social democracies, or fascist regimes was attributable to a discrete set of social class alliances, the author explores the origins and outcomes of the political development in the individual nations. In Britain, France, and Switzerland, countries with a unified middle class, liberal forces established political hegemony before World War I. By coopting considerable sections of the working class with reforms that weakened union movements, liberals essentially excluded the fragmented working class from the political process, remaining in power throughout the inter-war period. In countries with a strong, cohesive working class and a fractured middle class, Luebbert points out, a liberal solution was impossible. In Norway, Sweden, Denmark, and Czechoslovakia, political coalitions of social democrats and the "family peasantry" emerged as a result of the First World War, leading to social democratic governments. In Italy, Spain, and Germany, on the other hand, the urban middle class united with a peasantry hostile to socialism to facilitate the rise of fascism.

The 1850 Act for the Inspection of Coal Mines in Great Britain brought tighter legislation in coal mining, yet the metalliferous miners continued to work without government-regulated safety and health controls until the early 1870s. The author explores the reasons for this, taking into account socio-economic, environmental, medical, technical, and cultural factors that determined the chronology and nature of early reform. The comparative approach between the coal and metalliferous mining sectors provides a useful model for exploring the significance of organized labour in gaining health and safety concessions, particularly as the miners in the metalliferous sector, in contrast to the colliers who unionised early, placed a high value on independence and self-sufficiency in the workplace. As an investigation into the formation of health and safety legislation in a major industry, this work will be valuable to all those with an interest in medical history, occupational health, legal history, and the social history of work in the nineteenth century.
