Book excerpt: The NRA steadfastly maintains that the 30,000 gun-related deaths and 300,000 assaults with firearms in the United States every year are a small price to pay to guarantee freedom. As former NRA President Charlton Heston put it, "freedom isn't free." And when gun enthusiasts talk about Constitutional liberties guaranteed by the Second Amendment, they are referring to freedom in a general sense, but they also have something more specific in mind---freedom from government oppression. They argue that the only way to keep federal authority in check is to arm individual citizens who can, if necessary, defend themselves from an aggressive government. In the past decade, this view of the proper relationship between government and individual rights and the insistence on a role for private violence in a democracy has been co-opted by the conservative movement. The work integrates Chinese, Japanese and Western sources to examine the details of the structure and weapons of the period. Recent scholarship has contributed greatly to our understanding of China's role in the war, but this is the first book to deal with the bottom-level underpinnings of this massive army, crucial to an understanding of its tactical and operational utility. An introductory chapter discusses the military operations in China, often given short shrift in World War II histories. The work then traces the evolution of the national army's organizational structure from the end of the Northern Expedition to the conclusion of World War II. Included are tables of organization and strength reports for the wartime period. The armament section illustrates and details not only the characteristics of the many and varied weapons used in China, many seen nowhere else, but also their acquisition and such local production as was undertaken. This is complemented by a chapter on the arsenals and their evolution and production programs. The Chinese army was one of the largest of the war and it, and Japan's, fought longer than any other. It faced unique challenges, including fragmented loyalties, huge expanses of territory, poor logistics networks, inadequate arms supplies, and, often, incompetence and corruption. Nevertheless, they fought bravely in major battles through 1941 and were able to counterpunch effectively in important regions through the rest of the war. Aimed at both military historians and wargamers, this work fills an important gap in our understanding of this, the most under-appreciated army of the war.

Due to their widespread availability, mobility, and ease of use, prolific SALW have become central to maintaining social dislocation, destabilization, insecurity, and crime in the build-up to war, during wartime, and in the aftermath of conflict. Small arms are misused within domestic settings, as well as in public spaces, affecting everyone in the community without regard to sex or age. The impact of these weapons can be vastly different for women and men and for girls and boys. However, careful consideration of gender and age is rare in the formulation of small arms policy, of planning small arms collection or control, or even in small arms research. To counter the effects of prolific SALW, their role in gender- and age-specific violence must be more deeply analyzed and the results applied at the policy and operational level. This work should be undertaken in war-afflicted contexts, in societies suffering from elevated levels of social violence and / or severe underdevelopment, and in those tolerant of the presence of individually owned firearms. Contributors to the book draw on experience and research from around the world on the nexus of gender, age, violence, and small arms in developing and developed countries. They provide a number of recommendations for policies, programs, and research designed to further illuminate and counteract the firing of the "sexed pistol."

His memoirs, translated from Pashto, are more than just a personal account of his extraordinary life. My Life with the Taliban offers a counter-narrative to the standard accounts of Afghanistan since 1979. Zaeef describes growing up in rural poverty in Kandahar province. Both of his parents died at an early age, and the Russian invasion of 1979 forced him to flee to Pakistan. He started fighting the jihad in 1983, during which time he was associated with many major figures in the anti-Soviet resistance, including the current Taliban head Mullah Mohammad Omar. After the war Zaeef returned to a quiet life in a small village in Kandahar, but chaos soon overwhelmed Afghanistan as factional fighting erupted after the Russians pulled out. Disgusted by the lawlessness that ensued, Zaeef was one among the former mujahidin who were closely involved in the discussions that led to the emergence of the Taliban, in 1994. Zaeef then details his Taliban career as civil servant and minister who negotiated with foreign oil companies as well as with Afghanistan's own resistance leader, Ahmed Shah Massoud. Zaeef was ambassador to Pakistan at the time of the 9/11 attacks, and his account discusses the strange "phoney war" period before the US-led intervention toppled the Taliban. In early 2002 Zaeef was handed over to American forces in Pakistan, notwithstanding his diplomatic status, and spent four and a half years in prison (including several years in Guantanamo) before being released without having been tried or charged with any offence. My Life with the Taliban offers a personal and privileged insight into the rural Pashtun village communities that are the Taliban's bedrock. It helps to explain what drives men like Zaeef to take up arms against the foreigners who are foolish enough to invade his homeland.
