It considers how starting in the late nineteenth century imperial formations and emerging nation-states developed competing schemes of integration and debated about where the border between China and Tibet should be. It also ponders the ways in which this border is internalised today, creating within the People's Republic of China a space that retains some characteristics of a historical frontier. The region of eastern Tibet called Kham, the focus of this volume, is a productive lens through which processes of place-making and frontier dynamics can be analysed. Using historical records and ethnography, the authors challenge purely externalist approaches to convey a sense of Kham's own centrality and the agency of the actors involved. They contribute to a history from below that is relevant to the history of China and Tibet, and of comparative value for borderland studies.

The book also addresses the implications of China’s experience for other developing nations tackling not only poverty but such issues as pandemics, rampant urbanization and desertification exacerbated by global warming. The first of three parts draws upon interviews of rural and urban Chinese from diverse backgrounds and local and national leaders. These interviews, conducted in even the remotest areas of the country, offer candid insights into the challenges that have forced China to continually evolve its programs to resolve even the most intractable cases of poverty. The second part explores the historic, cultural and philosophical roots of old China’s meritocratic government and how its ancient Chinese ethics have led to modern Chinese socialism’s stance that “poverty amidst plenty is immoral”. Dr. Huang Chengwei, one of China’s foremost anti-poverty experts, explains the challenges faced at each stage as China’s anti-poverty measures evolved over 70 years to emphasize “enablement” over “aid” and to foster bottom-up initiative and entrepreneurialism, culminating in Xi Jinping’s precision poverty alleviation. The impact of Smith's research on the academic study of Tibetan literature has been tremendous, both for his remarkable ability to synthesize diverse materials into coherent accounts of Tibetan literature, history, and religious thought, and for the exemplary critical scholarship he brought to this field.
